About the position

Arcticom, a subsidiary of Bering Straits Native Corporation, is seeking a qualified Sr. Compensation Analyst II to support the U.S. Department of State, Office of Overseas Employment (GTM/OE). This role involves providing in-depth compensation and benefit analysis for a minimum of 15 U.S. Missions abroad. The position is self-managed, requiring the analyst to work independently under the direction of government officials, directly contributing to the business operations that support Foreign Service objectives. The Sr. Compensation Analyst II will be responsible for delivering timely guidance to internal stakeholders regarding candidate files, priorities, and equities, while also coordinating with the government supervisor and preparing draft guidance for Division and Office leadership. The analyst will engage in the annual compensation review cycle, analyzing vendor data to propose adjustments to Local Employment (LE) Staff compensation and benefits. This requires a thorough understanding of analytical techniques consistent with Compensation Management (CM) guidelines, as well as the ability to document reviews using approved templates and tracking tools. The role also involves evaluating survey data and local laws in response to inquiries, developing written summaries of analyses, and ensuring that recommendations align with mission needs and Department goals. In addition to analytical tasks, the Sr. Compensation Analyst II will conduct consultations and briefings, prepare accurate briefing notes, and respond to inquiries from various stakeholders within the State Department and other Foreign Affairs agencies. The position may require travel to posts to evaluate compensation processes, and the analyst will maintain thorough electronic files in accordance with HR/OE's data storage guidelines. Overall, this role demands a high level of independence, analytical thinking, and strategic decision-making to effectively support the compensation and benefits framework for U.S. Missions abroad.

Responsibilities

  • Analyze vendor data during the annual compensation review cycle to propose LE Staff compensation and benefit adjustments.
  • Document each review using approved templates and tracking tools, providing well-researched supporting statements for final recommendations.
  • Evaluate survey data, local law, and legal opinions to address LCP revisions in response to post or bureau inquiries.
  • Develop written summaries of analysis with appropriate supporting data, ensuring timely updates for all inquiries.
  • Conduct or participate in consultations and briefings, preparing accurate briefing notes and completing taskers within the stated timeline.
  • Draft and clear changes to Local Compensation Plans for approximately 15 Missions abroad.
  • Maintain thorough electronic files about all work completed in HR/OE using data storage guidelines.
  • Respond to routine to complex compensation and benefits questions from various individuals at the State Department and other agencies.

Requirements

  • Current Secret Clearance
  • Four years of experience as a Sr. Compensation Analyst
  • In-depth knowledge of and skill in using Outlook, Teams, SharePoint, Word, and Excel with advanced spreadsheet functions.
  • In-depth knowledge of and skill in applying mathematical, analytical, and quantitative methods.
  • Ability to work independently within broad goal setting set by supervisor.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills.
  • Excellent time management skills with the ability to prioritize tasks.
  • Willingness to learn and motivated to take on additional projects and solve problems.
