About the position

The Sr. Contracts Administrator is responsible for overseeing the organization's contracting activities, including public works, professional, and personal service contracts. This role encompasses both pre-award and post-award administration functions, ensuring compliance with Port resolutions, administrative procedures, and applicable laws. The administrator will develop contract specifications, manage procurement processes, and provide guidance on contract administration, while also serving as a subject matter expert in public contracting laws and industry best practices.

Responsibilities

  • Develop and administer complex public works, professional, and service contracts.
  • Prepare construction bid packages and coordinate specification development with project managers and consultants.
  • Manage contract document management, change management, and grant management.
  • Coordinate with Finance for audits, asset booking, and reclassification of charges.
  • Support the development of Port standards, policies, and procedures related to contracting activities.
  • Advise staff on procurement and contract administration concerns and changes in policies or laws.

Requirements

  • Bachelor's degree in business, accounting, or a related field, or four years of relevant experience in lieu of a degree.
  • Four years of progressively responsible experience in procurement, negotiations, or contract administration.
  • Experience with computerized procurement systems and proficiency in Microsoft Office.

Nice-to-haves

  • Professional certification as CPPB, CPPO, CPSM, or CPM is highly preferred.
