About the position

The Sr. Credit and Financial Analyst at the Federal Home Loan Bank of Cincinnati plays a crucial role in assessing, monitoring, measuring, analyzing, validating, and reporting on credit risk activities associated with the Bank's Advance program, investment activities, and the Mortgage Purchase Program. This position requires the preparation of complex analyses regarding the financial strength and performance of all credit-related counterparties, which include banks, broker dealers, credit unions, insurance companies, community development financial institutions, future commission merchants, unsecured Treasury counterparties, and vendors. The analyst will measure and stratify the level of credit risk exposure created by extending credit to these institutions or counterparties, ensuring that the Bank maintains a robust risk management framework. In addition to conducting detailed analyses, the Sr. Credit and Financial Analyst is responsible for preparing analytical and statistical reports that reflect the findings of these analyses. The role also involves maintaining and validating statistical databases that are integral to the financial analysis process. A key aspect of this position is the mentorship and training of junior analysts, fostering a collaborative and knowledgeable team environment. The analyst will prepare periodic complex narrative financial analyses of member institutions and vendors, detailing both quantitative and qualitative factors that support assigned risk rating conclusions. They will lead the development and preparation of reports and analyses that highlight industry and District financial trends, ensuring that the Bank is well-informed about the financial landscape. The position also requires the preparation of internal management reports that detail high-risk members and counterparties, as well as risk surveillance reports that monitor member performance trends and emerging issues. The analyst will process updates to financial condition and performance data in internal systems, ensuring accuracy in underwriting decisions and the Bank's credit rating process. Furthermore, the role involves performing eligibility evaluations of bond investments pledged by members and maintaining professional knowledge of financial analysis techniques used in evaluating various types of financial institutions. Overall, the Sr. Credit and Financial Analyst is expected to lead the production of reports and presentations that outline findings, explain risk positions, and recommend changes or improvements to optimize credit risk exposure. This position is vital for ensuring that the Bank's credit risk-related policies and practices are appropriate and effective, contributing to the overall financial health and stability of the institution.

Responsibilities

  • Prepares periodic complex narrative financial analyses of Member institutions and vendors, detailing both quantitative and qualitative factors in support of an assigned risk rating conclusion.
  • Leads in the development and preparation of reports and analyses of industry and District financial trends.
  • Serves as a mentor and trains junior level analysts.
  • Uses vendor software and third-party data to develop and monitor Member institution and unsecured counterparty peer group statistics.
  • Primarily responsible for preparing analyses of 'special purpose' unsecured counterparties, mortgage insurance companies, housing finance agencies, insurance companies, broker dealers, and high-risk vendors.
  • Leads in preparing internal management reports detailing high-risk members and counterparties (Watchlist) and risk surveillance reports for monitoring member performance trends and emerging issues.
  • Processes updates to financial condition and performance data in internal systems/applications, as well as factors reliant on this data (regulatory financial data, collateral statuses, ratings, etc.).
  • Reviews and/or validates the accuracy of member financial statistics used in underwriting decisions and the Bank's credit rating process.
  • Prepares analyses of potential Member Affiliate Collateral Program participants and performs ongoing reviews and documentation of program eligibility.
  • Performs eligibility evaluations of bond investments pledged by members.
  • Maintains professional knowledge of financial analysis techniques used in evaluating the financial strength and performance of various types of financial institutions.
  • Performs complex targeted and portfolio level reviews/monitoring of key credit risk exposures, decisions, and strategies.
  • Leads in the production of reports and presentations that outline findings, explain risk positions, or recommend changes/improvements.
  • Provides relevant oversight and advisory services to help ensure credit risk exposure is optimized and performs updates to credit risk-related policies and practices.

Requirements

  • Knowledge at a level normally acquired through the completion of a Master's Degree in Business Administration, Accounting, Finance or related field of study is required.
  • Five years of experience in progressively responsible positions as a financial analyst, internal auditor, or analyst with a background in credit risk management.
  • Prior experience at a financial institution, rating agency, financial industry consultant, or examiner for a regulatory agency is beneficial.
  • Effective communication skills, both written and verbal, with the ability to adapt communication style to suit the intended audience.
  • Ability to handle sensitive information and demonstrate tact and diplomacy.
  • Ability to work independently and prioritize work assignments.
  • Analytical skills necessary to develop complex factual reports or summaries through data gathering, interpretation, and compilation of results while maintaining a high degree of accuracy.
  • Demonstrated proficiency with a personal computer, including a working knowledge of application software, and intermediate to advanced skills in Word and Excel.
