About the position

The Sr. Director, IT Application Software Engineering & Solution Delivery is a pivotal role within the IT Applications team, responsible for enhancing collaboration between business and IT while overseeing application development through a portfolio-based model. This position will lead the migration of the claims administration platform, Facets, to the cloud, aligning with Blue Shield's cloud-first strategy. The role emphasizes leadership development, high-performing team building, and continuous learning, ensuring the delivery of technical solutions and application support.

Responsibilities

• Oversee and manage strategic supplier Cognizant for platform as a service model and cloud migration.
• Provide senior leadership for all Facets Platform as a Service functions including business applications development and support, solution delivery, incident and problem management, strategic planning, financial management, and human capital planning.
• Ensure strategic partner adheres to application development standardization, automation, and instrumentation.
• Align Facets Platform with Product Model strategy and ensure multi-tenancy capability.
• Ensure strategic partner meets application service obligations, routine maintenance, and service restoration.
• Ensure compliance with all contractual obligations related to financial, operational, migration, and custom code removal goals.
• Manage supplier relationships, identify service needs, design services, negotiate agreements, and oversee performance of managed services and vendors.
• Accountable for capacity planning to meet portfolio demand forecasts and uplift developer engineering skills.

Requirements

• Minimum of 12 years of relevant experience, including 6 years of management experience.
• Bachelor's degree required; Master's degree preferred or equivalent relevant work experience.
• Deep knowledge of system architecture, software design, and application development platforms.
• Understanding of hosting technologies, application instrumentation, and automation.
• Deep understanding of continuous integration/continuous delivery.
• Executive level stakeholder relationship management experience required.
• Experience managing application development teams using waterfall and Agile SDLC, specifically SAFe is desired.
