The Sr. Human Resource Generalist plays a crucial role in this mission by reporting directly to the CEO and being responsible for the assessment, development, and implementation of personnel policies and procedures. This includes overseeing recruitment and hiring processes, as well as collaborating with managers to provide education and training on various HR-related topics. The Sr. HR Generalist will build partnerships across departments and work closely with senior leaders to promote the organization's mission and values. In this role, the Sr. HR Generalist will serve as a consultant to employees on a variety of HR issues, acting as a positive change agent within the organization. They will support the best interests of the agency while championing the needs of both employees and managers. Key responsibilities include investigating employee relations problems, advising supervisors and managers on resolution methods, and working with senior management to address complex issues. The Sr. HR Generalist will also identify best practices and organizational efficiencies, coach and train staff on HR policies, and conduct research to evaluate the effectiveness of personnel programs and policies. Additionally, the Sr. HR Generalist will provide support to management on legal compliance, diversity and inclusion initiatives, staff development, and risk management. They will develop and propose policies and programs to enhance the effectiveness of human resources, advise on employee relations, performance management, and compensation, and assist in creating a fair and equitable performance appraisal process. The role also involves overseeing talent management, recruitment, and staffing, conducting exit interviews, and partnering with hiring management to create comprehensive onboarding programs. Furthermore, the Sr. HR Generalist will work to build and strengthen the company culture in alignment with organizational values and goals, while ensuring compliance with federal, state, and local legal requirements.

Responsibilities

  • Investigate and provide advice to supervisors and managers on methods and approaches to resolve employee relations problems.
  • Work in consultation with senior management to resolve complex issues.
  • Identify best practices and organizational efficiencies and coach staff on applying HR policies and procedures.
  • Conduct research to determine the effectiveness of personnel programs and policies.
  • Provide support to management on legal compliance, diversity and inclusion programs, staff development, and risk management.
  • Develop and propose policies, programs, and procedures to improve the effectiveness of human resources.
  • Advise managers and employees on employee relations, investigations, performance management, policy interpretation, compensation, and benefits.
  • Assist in creating a performance appraisal process that is fair and equitable.
  • Assist and oversee talent management, recruitment, and staffing, including the creation of new positions and job descriptions.
  • Conduct exit interviews with departing employees.
  • Partner with hiring management to create comprehensive New Hire and Onboarding programs.
  • Build and strengthen company culture in alignment with company values and goals.
  • Develop and nurture effective working relationships with relevant stakeholders.
  • Support the company with compliance in federal, state, and local legal requirements by maintaining documentation systems.
  • Communicate changes in organizational policies, procedures, and practices on personnel matters.
  • Design and establish employee development programs, such as continued education and mentorship.
  • Recommend, evaluate, and participate in staff and management development.
  • Engage staff, improve work relationships, build morale, and increase retention.
  • Annually review and make recommendations for improvement of the organization's policies and practices on personnel matters.
  • Consult with legal counsel on personnel matters as appropriate.
  • Provide high-quality customer service and contribute to a strong customer service culture.

Requirements

  • Bachelor's degree preferred and at least three years of relevant experience, or a combination of education and relevant experience.
  • PHR/SPHR or SHRM-CP/SHRM-SCP preferred.
  • Knowledge and experience in employee relations, employment and labor law, compensation, recruitment, training and development, performance coaching, and organizational development.
  • Strong analytical, critical thinking, problem-solving, judgment, and influencing skills.
  • Ability to maintain confidentiality, tact, and diplomacy.
  • Excellent oral and written communication skills; ability to prepare clear and concise reports and deliver formal presentations or training.
  • Must be flexible and able to excel in a continuously changing environment.
  • Strong desire to help others and intellectual curiosity about people and organizational issues.
  • Effective communicator and listener with very strong interpersonal skills.
  • Excellent problem-solving capabilities and judgment; ability to make sound decisions independently.
  • Ability to create and maintain strong, professional relationships at various levels of the organization.
  • Proven experience in driving continuous improvement to build an inclusive, fun, and engaging culture.
