About the position

The Sr. IT Program Manager at ANSER will provide technical leadership and support to a team of IT Technologists for the United States Census Bureau. This role involves managing IT project documentation, evaluating project performance, and providing guidance on technical systems engineering. The position is focused on ensuring project compliance, risk management, and effective communication with stakeholders.

Responsibilities

  • Assist in the creation and management of IT project related documentation including Business case proposals, Project Charter, Project Management Plan, Systems Engineering Management Plan, Test and Evaluation Management Plan, Quality Assurance Plan.
  • Evaluate and/or monitor project/program performance and advise government personnel of the necessity for mitigation activities and compliance.
  • Assist with project resource requirements, formulate project work breakdown structures (WBSs), develop activity/milestone plans, in support of management in MS Project 2016 and Primavera P6 Team Member.
  • Provide recommendations regarding communication planning, status, and results to stakeholders.
  • Assess and maintain progress versus resource consumption, to include the preparation of earned value measurement reports.
  • Assist in identifying risks and issues as well as risk management and issue resolution.
  • Assist with planning, organizing, and facilitating requirements definition, project requirements documents, and review meetings.
  • Provide technical systems engineering direction and guidance including IT Solution Architecture, IT Systems Workflows, integration and evaluation of security controls, system design and integration.

Requirements

  • Bachelor's degree
  • Eleven (11) years of progressive experience in IT Program Management.
  • Minimum of 3 years' experience managing technical teams.
  • Ability to obtain and maintain a public trust clearance.
  • Previous experience in system engineering, architecture, development or design.
  • Strong troubleshooting and critical thinking skills.
