About the position

The Sr. IT Project Manager will lead the procurement, validation, and implementation of an upgraded Laboratory Information Management System (LIMS) for the North Carolina State Laboratory of Public Health (NCSLPH). This role involves collaborating with various stakeholders, including senior business executives and IT personnel, to ensure the successful execution of project requirements while managing stakeholder expectations. The position requires overseeing day-to-day project activities, maintaining project documentation, and ensuring alignment with state governance processes.

Responsibilities

  • Obtain thorough knowledge of the needs of a lab information management system.
  • Develop necessary project management, change management, risk management, rollout, and training plans.
  • Develop and maintain detailed project schedule, budget, and monitor expenditures.
  • Manage scope, resources, timelines, costs/budget, quality, communication, and procurements.
  • Lead hands-on analysis of business and technical environments, and write procurement documents.
  • Manage contract deliverables and oversee vendor activities to ensure milestones are met.
  • Establish and maintain project plans and schedules, ensuring timely and accurate deliverables.
  • Conduct formal presentations and coordinate with all project stakeholders.
  • Serve as an IT project liaison to the business client.
  • Ensure technical readiness during implementation and supervise implementation activities.

Requirements

  • Minimum of 8 years of project management experience, preferably with large, complex automation implementation efforts.
  • Demonstrated project management experience on system deployments with multiple clients.
  • Proven track record of delivering projects within scope, budget, and schedule.
  • Hands-on experience managing project risk, cost, schedule, quality, testing, and communications.
  • Strong leadership, organizational, interpersonal, and time management skills.
  • Demonstrated oral and written communication and presentation skills.
  • Solid work experience with project management tools (e.g., Microsoft Project).
  • Experience with MS Office and SharePoint.
  • Demonstrated experience with both Waterfall and Agile Projects.
  • Demonstrated experience with vendor management on large IT project/system implementation.

Nice-to-haves

  • Experience as a Project Manager on a cloud-based implementation project.
  • PMP Certification; Agile/Scrum Master certification is a plus.
  • Experience managing or supervising legacy system upgrade and/or replacement projects.
  • Experience collaborating with State and Local Government.
  • Experience with public health lab system and programs.
  • Experience planning and managing data conversion activities.
  • Experience building rollout plans.
