About the position

The Senior IT Project Manager will oversee the implementation of a lab information management system (LIMS) for the North Carolina State Lab. This role involves collaborating with various stakeholders to ensure project alignment with existing governance processes, managing project schedules and budgets, and leading project management activities to achieve the goals of the State. The position requires strong leadership, communication, and analytical skills to effectively manage resources, timelines, and deliverables while ensuring technical readiness during implementation.

Responsibilities

  • Obtain thorough knowledge of the needs of a lab information management system (LIMS) working with the NC SLPH.
  • Develop necessary project management, change management, risk management, rollout, and training plans in collaboration with State Lab teams and IT personnel.
  • Integrate the project into existing governance processes for LIMS to ensure alignment of priorities and minimal disruption.
  • Develop and maintain detailed project schedules, budgets, and monitor expenditures.
  • Create and maintain all required project management artifacts following State, DHHS, and PMBOK guidelines.
  • Manage scope, resources, timelines, costs/budget, quality, communication, and procurements to meet project goals.
  • Lead hands-on analysis of business and technical environments and write procurement documents.
  • Manage vendor contract deliverables and oversee vendor activities to ensure milestones are met.
  • Establish and maintain project plans and schedules, ensuring timely and accurate completion of deliverables.
  • Conduct formal presentations and coordinate with all project stakeholders to ensure appropriate project controls are instituted.
  • Serve as an IT project liaison to the business client.
  • Work with business stakeholders to develop necessary project management, change management, risk management, rollout, and training plans.
  • Ensure technical readiness during implementation and supervise implementation activities.
  • Develop and maintain all required State CIO project documentation.

Requirements

  • Ability to lead effective project meetings tailored to the audience.
  • Experience creating project plans, timelines, and work breakdown structures using project management tools.
  • Proficiency in project management, agile, scrum, and kanban software tools.
  • Strategic planning skills with a good understanding of roadmap development.
  • Ability to write and present effective project materials, including presentations and status reports.
  • Ability to work effectively with all levels of staff, clients, and IT personnel.
  • Proven experience collaborating with business/program partners.
  • Ability to identify and resolve system or business process/project issues effectively.
  • Ability to build, influence, lead, and motivate effective teams towards end results.
  • Flexibility and adaptability to work in a high-demand dynamic environment.
  • Strong analytical skills and strong written and oral communication skills.
  • Experience writing procurement documents (RFP/RFQ) and technical artifacts.
  • Experience as a Project Manager on a cloud-based implementation project.

Nice-to-haves

  • PMP Certification is preferred; Agile/Scrum Master certification is a plus.
  • Experience managing or supervising legacy system upgrade and/or replacement projects.
  • Experience collaborating with State and Local Government.
