About the position

The Senior Manager, Global Risk - Sanctions Policy at PayPal is responsible for overseeing the company's compliance with global sanctions regulatory requirements, particularly those set by The Office of Foreign Assets Control (OFAC). This role involves developing internal strategies and policies related to the Global Sanctions Program and ensuring the quality of sanctions control processes. The position requires collaboration across various business units to address complex issues and drive effective resolutions while maintaining compliance with regulatory standards.

Responsibilities

  • Maintain Global Sanctions/OFAC related policies, guidelines, and training for management and employees.
  • Support investigations and interactions with the U.S. Treasury Departments' Office of Foreign Assets Control (OFAC) and local government authorities.
  • Monitor adherence to the Company's Global Sanctions Policy and relevant procedures to verify compliance with applicable requirements.
  • Assess the potential impact of issues/violations and control process gaps to help management define remediation activities.
  • Act as a liaison/contact for examinations, internal audits, and external audits of the Global Sanctions/OFAC Program.
  • Respond to exams and audit concerns and oversee corrective actions for compliance deficiencies.
  • Advise stakeholders on sanctions trends, emerging risks, and regulatory changes, recommending and implementing necessary controls.
  • Provide subject matter expertise in identifying, assessing, prioritizing, and managing sanctions compliance risk.

Requirements

  • Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years experience; or equivalent experience.
  • Experience in financial crimes compliance, risk, advisory, or a combination of the three, with a strong sanctions background.
  • Ability to lead initiatives across multiple teams and stakeholders.
  • Policy and sanctions advisory experience is a plus.
  • Juris Doctor (JD) preferred.
