The Sr. Manager, Payroll Systems will have overall responsibility to support the entire payroll function enabling delivery of payroll to all Quest employees. This role involves managing a team that handles ongoing system updates, enhancements, and analytics within the Human Capital Management (HCM), Payroll, and Time & Labor systems. The Sr. Manager will oversee the Payroll System Analysts, empowering them to resolve defects and lead various internal projects within Payroll and other related HCM areas. A significant focus will be on the Oracle Time & Labor implementation project for the next 12-18 months, alongside oversight of all payroll systems projects. In this position, the Sr. Manager will provide both strategic and tactical direction for payroll systems, prioritizing and escalating issues as necessary. The role requires maintaining industry knowledge of best practices, company strategy, and compliance requirements. Leveraging current knowledge of regulations and software trends, as well as company policies, the Sr. Manager will recommend system or procedural changes. The Sr. Manager will lead the Oracle Time & Labor implementation project, managing three exempt resources dedicated to this initiative. This includes attending all project meetings, such as playback sessions and strategy meetings for testing, communications, and future support models. The Sr. Manager will present new functionality, project risks, and recommendations to various audiences and levels within the organization. Additionally, the Sr. Manager will manage and enable a team of 7-10 high-level exempt Payroll Systems Analysts or consultants in researching and resolving operational issues, tax, and system updates. The role involves driving accuracy in testing by developing key cross-functional relationships with leaders in the HR Service Center (HRSC) and key Centers of Excellence (COEs). Ensuring upstream and downstream testing integrity for all aspects impacting payroll results is crucial. The Sr. Manager will also manage relationships with outside consultant firms engaged to execute projects impacting payroll, ensuring a stable environment and system integrity for all payroll-related activities. The Sr. Manager will be responsible for system analysis, modifications, and interfaces for the Time and Attendance system, ensuring compliance with FLSA and state wage and hour laws. This role also includes managing payroll year-end/year-begin projects, ensuring timely and accurate processing of W-2 forms, and overseeing various inter-related projects and audits for the organization. Continuous evaluation of current processes and controls for improvements is expected, along with managing various projects including M&A integrations for payroll as needed. Supervision will be exercised over high-level exempt staff, including the Manager of Time & Attendance, Sr. Payroll System Analysts, and Payroll System Leads. The Sr. Manager will monitor performance, provide guidance, and ensure the growth and development of the team through evaluations and ongoing coaching.
