About the position

The Sr. Product Manager at GovCIO is responsible for overseeing the modernization of legacy applications into VA.gov, while also managing two additional applications indirectly. This full-time remote position requires strong leadership in project management, particularly within Agile/Scrum methodologies, to ensure successful project delivery and stakeholder engagement.

Responsibilities

• Create integrated project plans for contract deliverables and new products in development projects.
• Manage a project team comprised of a multidisciplinary staff.
• Review, manage, and control the status of projects; manage schedules and prepare status reports.
• Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
• Develop mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers.
• Report to a Program Manager.
• Directly oversee legacy system modernization, including supervisory responsibilities for multiple lead roles.
• Lead the team in requirements gathering, PI Planning, Migration Planning, etc., ensuring completion of contract deliverables.
• Ensure Agile/Scrum techniques are utilized and the project is managed following Agile Methodology.
• Proactively manage risks and ensure all risks are escalated to the appropriate persons.
• Engage with stakeholders at all levels, creating tactics to establish and maintain appropriate stakeholder engagement.
• Motivate and focus the team to ensure they stay proactive.
• Ensure organized change management throughout the life of the project.
• Meet all project needs and escalate blockers to program management.
• Indirectly oversee two additional applications managed by Project/Product Managers.
• Participate in interviewing/hiring of replacement or new employees, where appropriate.
• Responsible for the career growth and performance evaluations of two direct reporting Project/Product Managers.

Requirements

• Bachelor's degree with 8+ years of experience or commensurate experience.
• Experience leading a team in a VA.gov modernization effort.
• Experience managing both Scrum/Agile and OCTO project management environments.
• Experience working with customers to establish requirements, PI Planning, and seeing a project move from infancy to realization.
• Strong problem-solving skills.
• Competence in Microsoft Suite.
• Strong verbal and written communication skills.
• Positive attitude and willingness to step in where needed.
