About the position

Leidos is seeking a Senior Program/Budget Analyst to support the Stockpile Sustainment Directorate for the National Nuclear Security Administration (NNSA). This role involves acting as the primary interface between the program's Federal Program Manager, Program Engineers, and the NNSA Defense Programs budgeting system. The analyst will be responsible for assisting with the office budget, reporting, and communication practices, requiring expertise in program and budget analysis, particularly in Programming Planning Budgeting and Execution.

Responsibilities

  • Serve as the primary interface between Project Engineers and the DP budgeting system.
  • Compile programmatic monthly, quarterly, and end-of-year project reports for use by Project Lead Engineers.
  • Analyze monthly, quarterly, and annual reports on budgetary issues.
  • Manage annual, quarterly, and other periodic reporting requirements, including program reviews and coordinating NNSA site meetings.
  • Keep records on the status of portfolio and program budget changes, including allocation/reallocation and expenditures.
  • Serve as the primary interface between the Modernization Programs Portfolio and the Office of Stockpile Management on budget narratives and presentations.
  • Analyze, report on results, and track action items on technical projects undertaken by national security laboratories.
  • Advise the Federal Program Manager on methods for meeting requirements for fiscal year planning.
  • Prepare program cost and budget documentation over several fiscal years, including complex spreadsheets and budget briefings.
  • Provide program management support in the preparation and analysis of program execution plans and performance measures.
  • Analyze, format, and present justifications to senior Federal management and external organizations.
  • Create and maintain a database of codified and formalized procedures for the program office budget and financial activities.
  • Develop budget and program information in Excel and extract that information for budgets, briefings, and reports.

Requirements

  • An active DOE Q clearance or active DOD Top Secret clearance, with recent investigation.
  • Bachelor's degree with 8+ years of related experience, or a high school diploma with additional related experience considered in lieu of a degree.
  • Excellent written and verbal communication skills with experience in developing briefings for senior management.
  • Proficiency in the Microsoft Office suite, particularly MS Word, MS PowerPoint, and MS Excel.
