We support an extensive range of Capital Markets products and services including Fixed Income (FX, Rates, Credit, Muni, Cash and Derivatives) where Citi is consistently a dominant top 3 player in the market, Equity (Cash, Derivatives, Prime Brokerage, Futures, Listed Derivs, FXPB) where Citi has a significant growth program to continue to build out its capabilities and services; and Syndicates where we support both FI and EQ new issues and IPOs. Markets Operations at Citi has embarked on a significant, multi-year transformation covering all aspects of designing and delivering a future state target operating model: risk and controls, regulatory compliance, process re-engineering, automation, people and culture, data transformation, technology investment and client service. This is a large and complex undertaking. The Markets Operations Transformation team has been formed to support stakeholders both within Operations and across the bank, to design and deliver this multi-year transformation roadmap. Our transformation is underpinned by strategy, investment, change execution and a market-leading operations change delivery team focusing on programme and project management, business analysis, process re-engineering, low code application development and PMO. The team is currently recruiting for a programme manager at SVP level to take a lead role as part of the Markets Operations Transformation team. The candidate will support Operations Markets business aligned and functional leads with their Transformation Book of Work (BoW). The BoW comprises of strategic programmes to drive business growth, strategic operations re-engineering projects, Regulatory compliance initiatives and ongoing smaller enhancements. The Markets Operations business aligned, and functional leads are global roles therefore the Transformation lead will work closely with Markets Operations stakeholders across APAC, EMEA and North and South America in partnership with IT. The role requires a good understanding of Markets products and operational processing as well as project management practices and discipline.

Responsibilities

  • Set up and manage the programme governance, communications, and stakeholder management.
  • Drive planning and coordination of day-to-day activities across the programme.
  • Identify stakeholders and key organizations and build and manage relationships.
  • Direct the creation of multiple streams of work and manage their alignment to business goals.
  • Lead the identification and drive resolution of issues, including those outside established programs of work.
  • Work with stakeholders to ensure program scope definition meets operations objective, ensuring requirements are clearly documented, are strategic and are well understood by all stakeholders.
  • Work with sponsors to ensure business case/cost benefit analysis is in line with business objectives and that there are trackable, tangible benefits and associated KPIs.
  • Drive adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.
  • Direct the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.
  • Direct the identification of risks which impact program delivery and ensure mitigation strategies are developed and executed when necessary.
  • Manage multiple teams or a functional area depending on the size of the programme.
  • Ensure creation and signoff of program plan and charter, benefits management plan, stakeholder management plan, acceptance plan, and central program issue log.
  • Ensure program plans meet business needs as described in the program initiation documents.
  • Ensure funding has been approved for the program.
  • Ensure all areas of the program are appropriately staffed.
  • Ensure program commitment from those assigning resources.
  • Escalate program risks through agreed governance channels.
  • Ensure vendor performance is monitored and actions taken if performance warrants.
  • Work collaboratively with technology, ensuring there are clear delivery plans aligned to Operations strategic requirements and hold delivery plan owners to account.
  • Appropriately assess and manage risk.

Requirements

  • 10+ years of experience, including 5+ years' managerial experience.
  • Demonstrate a consistent track record having worked as a Programme or Project Manager, Programme Lead, PMO, managing teams and large, strategic cross-functional projects.
  • Strong working knowledge of Global Markets (ideally Equities, Fixed Income products and flow) and Global Markets operations (Middle Office processes, Settlements and Asset Servicing).
  • Prior markets operations experience is a significant plus.
  • Prior experience of Regulatory initiatives, risk and controls remediation and re-design is a significant plus.
  • Bachelor's/University degree or equivalent experience, potentially a Master's degree.
  • CAPM, PMP, PgMP and/or MBA are a plus.
