About the position

The Sr. Subcontract Administrator at Parsons Corporation will serve as the primary subcontract support for various programs within the Infrastructure Solutions Sector. This role involves managing subcontractor relationships, preparing and issuing contracts, and ensuring compliance with project requirements on large domestic and international projects.

Responsibilities

  • Prepares recommended source lists of qualified subcontractors based on past performance experience.
  • Coordinates subcontractor lists with project management and client recommendations.
  • Prepares Request for Proposal forms and verifies the accuracy and completeness of proposal packages.
  • Receives subcontractors' responses to requests for proposals and assesses their ability to meet company and project requirements.
  • Negotiates terms and conditions with subcontractors.
  • Prepares and issues contracts within delegated procurement authority.
  • Drafts subcontract documents and amendments, ensuring inclusion of flowdown requirements from the prime contract.
  • Prepares reports and contractual correspondence for project management and clients.
  • Establishes and maintains accurate tracking records for each subcontract.
  • Maintains and updates subcontractors' files, including payment records.
  • Performs subcontract closeout actions and ensures proper documentation retention.
  • May provide technical guidance to lower-level Subcontract Administrators and review their work.
  • Serves as a liaison between subcontractors and stakeholders.
  • Establishes and fosters positive working relationships with peers and stakeholders.

Requirements

  • Bachelor's Degree in Business Administration or Economics (or related field).
  • Typically 5+ years of diversified experience in procurement activities on large global engineering and construction projects.
  • Excellent written and oral communication skills.
  • Knowledge of industry practices and regulations.
  • Experience negotiating complex subcontract terms and conditions.
  • Experience in all aspects of procurement.
  • Knowledge in identifying prime contract risk to flow down to subcontractors.
  • Experience working in a Contractor Purchasing System Review (CPSR) approved purchasing system environment.
  • Must be a US Person.

Nice-to-haves

  • Proficiency using Costpoint or similar financial systems for executing subcontract agreements.
  • Experience proposing and negotiating Engineering and Construction subcontract agreements.
  • Experience negotiating Requests for Equitable Adjustment, Engineering Change Proposals, and Claims with subcontractors.
