About the position

The Sr Technical Project Manager will oversee public utility infrastructure projects for the City of Fort Collins. This role involves planning, managing resources, and ensuring effective communication throughout the project lifecycle. The manager will ensure that projects meet technical quality, reliability, schedule, and cost requirements.

Responsibilities

  • Compiles and analyzes reports, records, and other data to plan, design, and evaluate projects or programs.
  • Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, and designs for projects or programs.
  • Calculates cost and determines feasibility of projects based on analysis of collected data.
  • Administers contracts with consultants and contractors working on City projects; evaluates and authorizes project-related payments.
  • Inspects sites to monitor progress and ensure conformance to plans, specifications, and construction and safety standards.
  • Responds to vendor field questions and RFIs.
  • Directs construction and maintenance activities at project sites.
  • Serves as a technical information resource for the public, consultants, developers, City boards and departments, and City Council regarding specific projects or engineering questions; prepares presentations and written materials.
  • Participates in staff, project review, and policy meetings, coordinating with other departments or agencies to facilitate project implementation and compliance to standards.
  • Uses computer-assisted engineering and design software and equipment to prepare design documents and models.
  • Uses geographic information software, including ArcPro, to manage asset inventory and as-built records.
  • Reviews and approves field design changes in coordination with the Outside Plant Engineer.
  • Responds and coordinates the remediation to resident complaints related to Outside Plant Construction work.
  • Prepares and maintains detailed construction drawings that apply construction standards, material specifications, and define appropriate equipment requirements.
  • Prepares and monitors budget and bid packages, quotes, PO requisitions, Work orders, and other construction contract documentation.
  • Assists in the development or revision of policies, procedures, or standards.

Requirements

  • College degree or equivalent work experience; Bachelor's degree preferred in Civil Engineering, Construction Management, or related field.
  • 5-8 years of related experience or equivalent combination of education and experience.
  • Valid driver's license; Project Management Professional (PMP) preferred.
