About the position

The Sr. Telecomm Engineer is responsible for architecting, engineering, planning, designing, building, configuring, and commissioning energy utility telecommunications transport networks and systems, including data, voice, and RF systems. This role includes complete technical oversight and project management for transport network expansion projects, focusing on the expansion of Optical SONET & WDM/DWDM, MAS radio, two-way, and microwave networks that support the Utility’s Transmission and Generation Assets. The engineer will work with enterprise business areas, telecom carriers, and other utilities, collaborating with the contracts group to develop and execute dark fiber IRU and other applicable contracts.

Responsibilities

  • Compiles engineering project proposals to define goals, identify scope, background and need, and ascertain cost of equipment, parts and services.
  • Designs and engineers utility telecommunications transport networks, including selection and configuration of telecommunications hardware and software.
  • Calculates and documents equipment power/space requirements and consumption for multiple sites.
  • Coordinates and schedules investigations and feasibility studies, including economic evaluations of proposed and existing telecommunications locations.
  • Ensures communication systems and new construction comply with laws, rules, regulations, and industry codes.
  • Provides technical support to supervise subcontract teams for installation, network integration, and engineering services.
  • Drafts and secures approvals for multiple types of Carrier Agreements and other contracts.
  • Completes vendor management responsibilities including drafting and securing approvals for multiple types of agreements.
  • Responsible for regulatory filings and follow-up on recurring renewals.
  • Participates in NERC/WECC document preparation and is an SME in WECC audits.
  • Prepares documentation of systems and user applications, providing instruction and training to users.

Requirements

  • Bachelor's degree in electrical engineering with four to six years of related experience or equivalent combination of education and experience.
  • Extensive experience and knowledge of fiber optic, microwave radio frequency, and wireless transport network design and engineering.
  • Working experience with designing and implementing SONET/WDM/DWDM and Microwave RF Optical Transport systems.
  • Knowledge of AC and DC power systems, fiber optic transmission, and electrical cabling.
  • Ability to read prints, schematics, and drawings and create detailed prints for field technicians.
  • Experience using project, word processing, spreadsheet, presentation, and database software.

Nice-to-haves

  • Master's degree with an emphasis in digital, network, and wireless communications.
  • Working knowledge of Reciprocal Trade Agreements and other utility communication agreements.
  • Experience with optical link loss analysis for DWDM and SONET/SDH optical links.
  • Knowledge with ArcGIS and Autodesk AutoCAD for design and construction of the fiber network.
