About the position

The Mobile Source Control Division is seeking a passionate, resourceful, and knowledgeable Staff Air Pollution Specialist (SAPS) to join the Off-Road Implementation Section within the Mobile Source Regulatory Development Branch. Under minimal direction of an Air Resources Supervisor I, the successful candidate will serve as a technical lead and subject matter expert in the development of, analysis of, and implementation of innovative off-road zero-emission (ZE) regulations to advance the California Air Resources Board's (CARB) mission of protecting public health and the environment. Duties could include, but are not limited to, meeting and corresponding regularly with industry stakeholders, trade associations, environmental groups, other governmental agencies, and the public; reviewing scientific and technical literature; analyzing operations, cost, and emission data; managing and overseeing test programs, studies, and surveys; developing regulatory concepts and working with management to evaluate such concepts; generating a variety of reports, briefing papers, speeches, email and letter responses, and presentations; making recommendations based on thorough analysis of relevant technical, economic, and policy-based information; and following regulatory proposals through the public Board hearing process. Other duties could include providing support to other CARB units for advanced technology and off-road efforts to ensure CARB's interests are clearly represented. Some travel is required.

Responsibilities

  • Serve as a technical lead and subject matter expert in the development and implementation of off-road zero-emission regulations.
  • Meet and correspond regularly with industry stakeholders, trade associations, environmental groups, and governmental agencies.
  • Review scientific and technical literature.
  • Analyze operations, cost, and emission data.
  • Manage and oversee test programs, studies, and surveys.
  • Develop regulatory concepts and evaluate them with management.
  • Generate reports, briefing papers, speeches, and presentations.
  • Make recommendations based on analysis of technical, economic, and policy information.
  • Support other CARB units for advanced technology and off-road efforts.
  • Follow regulatory proposals through the public Board hearing process.

Requirements

  • Expertise in mobile source rulemaking and cost analysis.
  • Experience in policy development or cost analysis related to heavy-duty mobile sources and/or off-road zero-emission equipment.
  • Strong written and oral communication skills.
  • Ability to convey technical information into policy recommendations.
  • Strong organizational skills and ability to lead projects.

Nice-to-haves

  • Experience in mobile source policy and deployment.
  • Experience in quantification and mitigation of criteria pollutants and greenhouse gas emissions.
  • Experience in environmental and cost-benefit analysis of mobile source technologies and policies.
