About the position

The Staff Analyst position within the Los Angeles County Department of Health Services (DHS) is a critical role focused on supporting the Housing for Health (HFH) program. This program is dedicated to addressing the needs of vulnerable populations experiencing homelessness by providing them with the necessary support to obtain and maintain housing. The Staff Analyst will serve as a team lead within the HFH Housing and Services Team, specifically in the Performance Improvement (PI) unit. This unit is responsible for ensuring the quality and effectiveness of Countywide Intensive Case Management Services (ICMS) provided in supportive housing projects and homeless initiatives. The role requires a deep understanding of supportive housing programs and the ability to develop solutions that meet the needs of individuals impacted by homelessness. In this position, the Staff Analyst will be tasked with planning, directing, implementing, and monitoring various projects aimed at improving service delivery for clients with complex health and behavioral health conditions. The analyst will work closely with project partners, including departments, agencies, and service providers, to ensure that all project elements operate efficiently and effectively. The role also involves analyzing data sets, developing visual aids, and providing technical assistance to enhance service quality and documentation. The Staff Analyst will play a key role in evaluating project success and reporting findings to stakeholders, ensuring that the program meets its objectives and serves the community effectively. The position operates within a hybrid work structure, allowing for both remote and in-office work as needed. This flexibility is essential for adapting to the dynamic nature of the work and the needs of the populations served. The Staff Analyst will also be responsible for contract monitoring, data quality assurance, and assisting with requests for tenancy support services, making this a multifaceted role that requires strong analytical, communication, and project management skills.

Responsibilities

  • Assist in the design and implementation of projects and prepare project reports including service utilization, performance data, and program outcomes.
  • Provide technical assistance and training to project partners and develop, recommend, and implement program modifications.
  • Coordinate and collaborate with all project partners to ensure efficient and effective project operations.
  • Develop policies and procedures, set programmatic benchmarks, collect and analyze process and outcomes data, and monitor service quality.
  • Evaluate the overall success of assigned projects and report findings to project partners and stakeholders.
  • Provide regular programmatic updates to oversight committees and other stakeholders.
  • Conduct contract monitoring activities including annual administrative and programmatic file reviews.
  • Monitor data quality and completeness, and implement data improvement procedures as needed.
  • Assist with requests for approvals for tenancy support services.
  • Perform other duties as assigned.

Requirements

  • One year of highly responsible and complex administrative experience in a program providing housing and support services to clients experiencing homelessness or a strong portfolio of successful Product Design and technical projects.
  • A Bachelor's degree or higher in Public Health, Public Administration, Business Administration, Social Work, Community Development, Data Science, Psychology, Design, Marketing, or a closely related field.
  • Proficiency in using Adobe XD and Microsoft Office Suite programs such as Excel, PowerPoint, Word, Access, One Note, Outlook, SharePoint, Teams.
