The Staff Associate Architect or Engineer position at the University of Tennessee System is a pivotal role responsible for managing capital projects primarily in East Tennessee, specifically servicing the University of Tennessee, Knoxville (UTK), University of Tennessee, Chattanooga (UTC), University of Tennessee Southern, and various campuses of the UT Institute of Agriculture. This position involves overseeing projects from the initial programming phase through to construction completion, ensuring that all aspects of the projects align with the university's standards and objectives. The selected candidate will play a crucial role in assisting division management and university administrators with the planning and administration of the university's Capital Program, which is essential for maintaining and enhancing the university's infrastructure and facilities. In this role, the Staff Associate Architect or Engineer will participate in the evaluation and selection of architects, engineers, and contractors for capital projects. They will provide evaluations and feedback throughout the design and construction processes, ensuring that all projects meet the required specifications and standards. The responsibilities include coordinating design services and capital projects, reviewing designs at each phase, and making recommendations for payments to design service providers. The candidate will also coordinate the bidding process for construction, evaluate bids, and recommend contract awards. Additionally, the position requires oversight of construction activities, including reviewing contractor shop drawings and other submittals, conducting field inspections, and participating in progress meetings. The Staff Associate will be responsible for problem resolution, change order reviews, and approving monthly payment requests to contractors during construction. They will also coordinate substantial and final completion inspections, ensure the delivery of project records, operations and maintenance manuals, and provide operations training for facilities services. A key aspect of the role is to collect feedback from building occupants through a post-occupancy evaluation process, which is vital for assessing the effectiveness of the projects. The candidate will also assist the Department of Capital Projects in reviewing submissions for all capital projects and will be involved in project site selection for specific capital projects. Furthermore, they will coordinate, develop, and evaluate facilities programs for both new and renovation projects, and provide assistance in master planning and updates for the campuses and institutions, including assessing facilities needs.

Responsibilities

  • Participates in the evaluation for the selection of Architect/Engineer and Contractors for Capital Projects.
  • Provides evaluations and feedback for services throughout the design and construction process.
  • Coordinates Design Services and Capital Projects and reviews designs for each phase of design.
  • Reviews and recommends payments for design service providers through the process of design & construction.
  • Coordinates bidding for construction, receipt and evaluation of bids, and recommendation for award of contracts.
  • Coordinates/reviews construction of capital projects through contractor shop drawings and other submittals.
  • Reviews field inspections, progress meetings, problem resolutions, and change order reviews.
  • Approves monthly requests for payment to contractors during construction.

Requirements

  • Bachelor's degree in Architecture, Engineering, or a related field.
