About the position

This position offers an exciting opportunity to participate in delivering a new Comprehensive Child Welfare Information System (CCWIS) with Child Welfare Digital Services (CWDS), a unique collaboration involving the California Health and Human Services Office of Technology and Solutions Integration (CalHHS OTSI), the California Department of Social Services (CDSS), and California's Counties and Tribes. Under the general direction of the CWDS Project Management Office Chief (ITM I), the Budgets Manager (SSM II) is responsible for the Child Welfare System/Case Management System (CWS/CMS) and Child Welfare System-California Automated Response and Engagement System (CWS-CARES) budget and fiscal (financial) functions. The SSM II provides strategic direction, performs the most difficult analysis, manages day-to-day operations in the areas of budgeting, expenditure tracking, financial management, cost allocation, and reporting data. Works directly with the Office of Systems Integration (OSI) budget and accounting office to ensure coordination of all budget and financial activities. Coordinates with internal and external stakeholders for financial, administrative, and contract activities in support of the CWDS.

Responsibilities

  • Manage the budget and fiscal functions for CWS/CMS and CWS-CARES.
  • Provide strategic direction and perform complex financial analysis.
  • Oversee day-to-day operations in budgeting, expenditure tracking, and financial management.
  • Coordinate with OSI budget and accounting office for financial activities.
  • Collaborate with internal and external stakeholders on financial and administrative matters.

Requirements

  • Possession of minimum qualifications as per Class Specification.
  • Experience in budget and accounting management.
  • Ability to manage multiple cost allocations.

  • Extensive experience with State Budget Documentation.
  • Experience with Budget Change Proposals, Finance Letters, and federal reporting documents.
  • IT Project experience.
  • Leadership skills to support a high-performing team.
