About the position

The Staff Technical Program Manager will play a pivotal role in the Information Technology team at Russell Tobin & Associates, supporting a leading organization. This position is based in San Francisco, CA, and operates on a Monday to Friday schedule from 8 am to 5 pm PST. The role is a contract position expected to last for over six months, with a pay rate ranging from $70 to $80 per hour, depending on experience. In this role, the Staff Technical Program Manager will be responsible for developing program scope and objectives, collaborating with all relevant stakeholders to ensure technical feasibility, and driving projects from inception to completion. This includes aligning staffing, priorities, and technical dependencies within the Guest & Host Tech teams and cross-functional teams such as Payments and Trust Engineering. The manager will oversee quarterly, half-yearly, and bi-annual release planning while managing ongoing risk escalation and mitigation strategies that could impact the success of the programs. The position requires managing the Technical Design diligence process for large programs, which involves aligning the design backlog with the project plan, scheduling reviews and pre-reviews, and engaging the appropriate stakeholders across teams. Effective communication with leadership and across teams regarding key decisions, status updates, and risks is crucial to ensure accountability and timeline management. The Staff Technical Program Manager will also be expected to understand best practices, drive process improvements, and seek new operational methods with a focus on simplification and productivity. Providing visibility into key performance indicators will be essential for leaders to be aware of risks and opportunities. The role demands a high level of independence, as the manager will work with stakeholders and cross-functional leadership with minimal supervision from management.

Responsibilities

  • Develop program scope and objectives, collaborating with relevant stakeholders to ensure technical feasibility and drive projects end-to-end.
  • Align staffing, priorities, and technical dependencies within Guest & Host Tech and cross-functional teams like Payments and Trust Engineering.
  • Manage the Technical Design diligence process for large programs, aligning design backlog with project plans and scheduling reviews.
  • Engage the right stakeholders across teams and manage meeting quality and efficiency.
  • Communicate effectively with leadership and across teams on key decisions, status, and risks to ensure accountability and timeline management.
  • Understand best practices, drive process improvements, and find new ways of operating with a focus on simplification and productivity.
  • Provide visibility into key performance indicators for leaders to be aware of risks and opportunities.
  • Work independently with stakeholders and cross-functional leadership with little supervision from management.

Requirements

  • BA/BS degree in a relevant field.
  • 10+ years of experience in the software development industry, with at least 7 years as a Technical Program Manager (TPM).
  • Experience developing processes where few exist and demonstrated flexibility to get things done.
  • Ability to work through ambiguity to develop detailed solutions and drive initiatives to completion.
  • Self-motivated and proactive, with the ability to adapt well and work with teams having different operating cadences.
  • Detail-oriented with the ability to understand the bigger picture using technical expertise and problem-solving skills to prioritize and manage blocking issues.
  • Experience working in a highly cross-functional environment with effective communication across multiple groups.
  • Ability to ramp up quickly and learn new technologies with minimal lag time.
  • Excellent written and oral business communication skills, with the ability to influence stakeholders.
  • Familiarity with task management tools such as Asana, Jira, Airtable, or equivalent.
