About the position

The Staffing & Operations Specialist at the United States Institute of Peace (USIP) plays a crucial role in providing comprehensive human resources support and advisory services to both managers and staff members. This position is integral to the smooth operation of HR functions, including timesheet management, payroll processing, compensation analysis, onboarding of new hires, benefits administration, and the maintenance of the Human Resources Information Systems (HRIS). The Specialist will be responsible for ensuring that all HR processes are executed efficiently and in compliance with relevant laws and regulations. In this role, the Staffing & Operations Specialist will review and process bi-weekly timesheets and related reports to facilitate payroll processing. They will assist employees with timesheet completion and address any inquiries related to payroll issues. The Specialist will also serve as a backup for payroll processing, ensuring accurate calculations of wages, benefit deductions, taxes, and garnishments. Additionally, they will create and maintain employee and contractor profiles in the UKG HRIS, ensuring that all data is accurate and up-to-date. The position also involves conducting compensation analysis for new hires, internal transfers, and promotions to ensure equity and competitiveness. The Specialist will manage the process for promotions and evaluate job descriptions to determine appropriate grade levels and titles. They will assist in administering health and welfare plans, conducting new hire orientations, and ensuring that all benefit enrollments are completed accurately. Furthermore, the Specialist will support the implementation of HR policies and procedures, respond to ad hoc report requests, and assist with performance evaluations. This role requires a detail-oriented individual with excellent organizational and analytical skills, capable of managing multiple assignments with minimal supervision.

Responsibilities

  • Review and process bi-weekly timesheets and related reports for payroll processing.
  • Assist employees with timesheet completion and address payroll inquiries.
  • Serve as backup for payroll processing, ensuring accurate calculations of wages and deductions.
  • Create and maintain employee/contractor profiles in the UKG HRIS.
  • Assist in HRIS administration, resolving technical issues and ensuring data accuracy.
  • Conduct compensation analysis for new hire offers and internal transfers.
  • Manage the process for promotions and evaluate job descriptions for grade levels.
  • Administer health and welfare plans, including enrollments and terminations.
  • Conduct new hire orientations and ensure accurate benefit enrollments.
  • Support the implementation of HR policies and procedures and respond to ad hoc report requests.

Requirements

  • Bachelor's degree in a related field or equivalent combination of education and experience.
  • Minimum of five years of related human resources experience.
  • Understanding of employment law, EEO guidelines, and health and welfare benefit programs.
  • Previous experience maintaining an HRIS is required; experience with UKG is strongly desired.
  • Experience processing payroll, not just data entry, is required.
  • Proficient in Microsoft Office Suite, especially Excel, with the ability to analyze data.
  • Strong project and task management skills, capable of handling multiple assignments.
  • Detail-oriented with excellent organizational and analytical skills.
  • Excellent written and spoken communication skills, with strong interpersonal skills.

Nice-to-haves

  • Experience with payroll processing software other than UKG.
  • Knowledge of additional HR software and tools.
  • Familiarity with federal and state employment regulations.
