About the position

The State Budget Management Analyst 3 position is responsible for analyzing and evaluating strategic plans and operating budget requests of state departments and agencies. This role involves recommending funding based on executive guidelines and legislative policies, monitoring agency appropriations for compliance, and leading complex office-wide projects. The analyst will also testify before legislative committees and may be required to work overtime on short notice. Preference is given to candidates with experience in budget development, policy research, and public finance.

Responsibilities

  • Analyze and evaluate strategic and operational plans of state departments/agencies.
  • Recommend funding levels based on executive guidelines and legislative policies.
  • Monitor agency appropriations and performance for compliance with mandates.
  • Testify before legislative committees regarding budget recommendations.
  • Lead complex office-wide projects and teams.
  • Evaluate operating budget and capital outlay requests from assigned departments/agencies.
  • Provide technical assistance and transmit budgetary information to department/agency personnel.
  • Draft sections of various budget-related documents, including the Executive Budget and appropriations bills.
  • Participate in planning and formulating fiscal and budget policies.
  • Guide implementation of policy development and performance accountability initiatives.
  • Integrate program plans and performance indicators into the Executive Budget decision-making process.
  • Analyze spending proposals for feasibility of funding.
  • Monitor expenditures and revenues for compliance with legislative intent.
  • Design processes for policy development and strategic planning.
  • Conduct performance evaluations to assess efficiency and effectiveness of programs.
  • Research federal, state, and local funding laws to assess fiscal impact.
  • Prepare written reports and evaluations.

Requirements

  • A baccalaureate degree plus four years of professional level experience in any field.
  • Two years of required experience must be in budget development or analysis, policy planning, contracts/grants, project management, or public policy.
  • A master's degree in any field will substitute for one year of the required general experience.
  • A PhD in any field will substitute for the two years of required general experience.
