About the position

The State Budget Management Analyst 4 position within the Division of Administration/Office of Planning and Budget is a critical role responsible for conducting complex budget, policy, and performance analysis, as well as managing special projects for the commissioner of administration. This position requires a high level of expertise in budget development and analysis, particularly as practiced in the Office of Planning and Budget. The analyst will coordinate special project teams that address complex and sensitive issues impacting state policies, finances, and services. Additionally, the analyst will assist the state budget manager in overseeing budget group functions and training budget analysts, ensuring that the team operates efficiently and effectively. The role involves evaluating operating budgets and capital outlay requests from various departments and agencies, recommending funding levels based on executive guidelines, legislative policies, and program mandates. The analyst will also confer with department administrators and program personnel to compile data, review programs, and provide technical assistance. This position requires drafting significant budget documents, including the Executive Budget and various appropriations bills, to provide informed budget recommendations. The analyst will participate in the planning and formulation of fiscal and budget policies, guiding the integration of planning and accountability in programmatic budgets. Moreover, the analyst will conduct performance evaluations to assess the effectiveness of assigned departments and agencies, identifying potential issues such as duplication of efforts and escalating costs. The position also entails researching and interpreting federal, state, and local funding laws to assess their fiscal impact on assigned agencies. The analyst will represent budget groups in meetings and legislative committees, ensuring that the interests of the budget group are effectively communicated and defended.

Responsibilities

  • Conduct complex budget, policy, and performance analysis for the commissioner of administration.
  • Coordinate special project teams involving complex and sensitive issues affecting state policies, finances, and services.
  • Assist the state budget manager in managing budget group functions and training budget analysts.
  • Evaluate operating budget and capital outlay requests submitted by assigned departments/agencies and recommend funding levels based on executive guidelines, legislative policies, and program mandates.
  • Confer with department/agency administrators and program personnel to compile data, review programs and requests, and provide technical assistance.
  • Draft sections of the Interim Emergency Board requests, supplemental appropriations bill, continuation budget, and Executive Budget.
  • Participate in planning and formulating administrative fiscal and budget policies, recommending guidelines and procedures.
  • Guide and coordinate implementation of policy development, strategic planning, and performance accountability in programs with complex structures.
  • Analyze spending proposals for items to be funded by state and non-state sources to determine feasibility.
  • Monitor departments/agencies expenditures and revenues to ensure compliance with executive and legislative intent.

Requirements

  • A baccalaureate degree plus six years of professional level experience in any field.
  • Four years of the required experience must have been in budget development or analysis, policy planning, contracts/grants, project management, or public policy.
  • A master's degree in any field will substitute for one year of the required general experience.
  • A PhD in any field will substitute for two years of the required general experience.

Nice-to-haves

  • Experience in the State Budget Development process as practiced in the Office of Planning and Budget.
