The State Budget Management Analyst 4 position within the Division of Administration/Office of Planning and Budget is a critical role responsible for conducting complex budget, policy, and performance analysis, as well as managing special projects for the commissioner of administration. This position requires a high level of expertise in budget development processes and the ability to coordinate special project teams that address complex and sensitive issues impacting state policies, finances, and services. The analyst will assist the state budget manager in overseeing budget group functions and will be involved in training budget analysts, ensuring that the team is well-equipped to handle the intricacies of state budgeting. The role demands a proactive approach to evaluating operating budgets and capital outlay requests from various departments and agencies. The analyst will recommend funding levels based on executive guidelines, legislative policies, and program mandates. This position also involves significant collaboration with department and agency administrators to compile data, review programs, and provide technical assistance. The analyst will draft essential budget documents, including requests for supplemental appropriations and the Executive Budget, ensuring that all recommendations are well-supported and justified. In addition to these responsibilities, the analyst will guide the implementation of policy development, strategic planning, and performance accountability initiatives. This includes integrating programmatic budgets with performance indicators and ensuring compliance with executive and legislative intent. The position may require overtime on short notice, reflecting the dynamic nature of state budgeting and the need for timely responses to emerging issues.
