About the position

The Office of State Budget and Management (OSBM) is seeking candidates for the position of State Budget Management Analyst I, which is available in both the Budget Execution and Budget Development Sections. This role is crucial in overseeing the state's budget process, which is central to the operations of OSBM. The office not only focuses on budget management but also provides comprehensive budget and policy analysis to the Governor, state agencies, and the state legislature. Analysts will engage in analyzing economic and demographic data to inform decision-making and ensure a balanced budget. As a Budget Execution Analyst, the responsibilities include providing technical assistance and guidance to state agencies in managing their budgets, monitoring budget adjustment requests, overseeing agency budgets and expenditures, and analyzing financial data to propose solutions for structural budget shortfalls. In contrast, Budget Development Analysts will evaluate agency budget proposals, review proposed legislation for fiscal impacts, perform in-depth program and fiscal analysis, and monitor program performance to identify opportunities for improvement. Responsibilities

  • Provide technical assistance and guidance to agencies in budget management.
  • Monitor and evaluate budget adjustment requests according to the State Budget Act and relevant legislation.
  • Oversee agency budgets and expenditures to ensure a balanced budget.
  • Analyze expenditures and revenues to propose solutions for structural budget shortfalls.
  • Evaluate agency budget proposals and develop recommendations for the Governor's Recommended Budget.
  • Review proposed legislation and advise on fiscal and policy impacts.
  • Perform in-depth program and fiscal analysis to identify issues and develop solutions.
  • Monitor and evaluate program performance to improve efficiency and effectiveness.

Requirements

  • Bachelor's degree in business administration, public administration, public policy, or a related field from an accredited institution.
  • Two years of experience in governmental accounting or budgeting, or an equivalent combination of education and experience.
  • Knowledge of public administration principles, accounting practices, and budget analysis.
  • Demonstrated skills in researching, analyzing, interpreting, and summarizing complex data.
  • Proficiency in Microsoft Suite (Excel, PowerPoint, Word, and Outlook).
  • Ability to work independently and maintain confidentiality.
