The State Emergency Operations Center (SEOC) Preparedness and Exercise Coordinator is a pivotal role within the Division of Homeland Security and Emergency Management (DHSEM) in Colorado. This position is responsible for designing, planning, coordinating, and implementing the SEOC Preparedness Program. The coordinator will work under the guidance of the SEOC Manager to conduct the SEOC Integrated Preparedness Plan Workshop and develop the SEOC Integrated Preparedness Plan (IPP). This role requires a deep understanding of the Homeland Security Exercise and Evaluation Program (HSEEP) and the Preparedness Cycle, as well as the ability to conduct after-action reviews and prepare improvement plans for the SEOC. The coordinator will also serve as the OEM National Incident Management System (NIMS) coordinator and manage the National Qualification System (NQS) for the SEOC. The SEOC is responsible for maintaining situational awareness of the statewide emergency management environment and activities. This includes coordinating with various partners to develop a comprehensive picture of the environment and assess key indicators of stability. The coordinator will be involved in developing and maintaining current State EOC response plans and standard operating procedures, ensuring that the SEOC is prepared to respond effectively to incidents and disasters. Additionally, the coordinator will oversee training for internal and external State EOC positions and conduct exercises to test the SEOC's readiness. This position is essential for ensuring that Colorado is prepared for emergencies and can respond effectively to disasters. The coordinator will lead multi-departmental exercise design teams, facilitate after-action meetings, and track progress towards objectives in after-action reviews and improvement plans. The role also involves providing pre-disaster support to the SEOC training and exercise program and being designated a position in the SEOC during a state-declared disaster.
