About the position

The State Treasury Fiscal Control Analyst position is an entry-level role within the Louisiana Department of Treasury's Fiscal Control Division. The analyst will perform fiscal analysis for statewide treasury programs, ensuring accurate accounting for all public money received and disbursed. This role involves assisting in the development of systems and procedures, auditing banking activities, and preparing financial reports. The position is part of a Career Progression Group, allowing for advancement based on experience and performance.

Responsibilities

• Assist in developing new systems and procedures for assigned fiscal programs.
• Audit and report on specific operations of statewide banking activities.
• Calculate interest and formula distributions according to state regulations.
• Modify and develop guidelines, manuals, and reports for fund accounting.
• Research and compile financial data for external requests.
• Perform daily audits of the state's manual warrant system.
• Coordinate with agency personnel to gather information and establish new programs.
• Prepare monthly and annual accounting reports for the state treasury budget.
• Prepare professional service contract reports as required by statute.
• Review, analyze, and correct financial data from automated accounting systems.
• Provide technical guidance to state agencies on accounting problems.
• Develop and prepare financial statements for the Comprehensive Annual Financial Report.
• Participate in special fiscal management projects as assigned.

Requirements

• A baccalaureate degree with twenty-four semester hours in accounting.
• A baccalaureate degree with twelve semester hours in accounting and an additional twelve semester hours in economics, finance, or statistics.
• A certified public accountant (CPA) certificate can substitute for the baccalaureate degree with accounting hours.
