About the position

The Statewide Payroll Tax Accountant Lead / Accountant III position serves as the statewide authority and subject matter expert for all payroll taxes, including IRS guidelines and procedures. This role requires a rare level of technical expertise in the field of taxes, enabling the individual to understand the complexities of payroll taxation for the State of Colorado and other states where employees may work. The incumbent will directly influence management decisions at the statewide level, focusing on process and system improvements, as well as problem-solving related to local and municipal taxes in various states. Managers and peers will frequently seek advice from this position regarding technical guidance and direction for the development of agency-wide and statewide systems that apply standard processes within the state. As a subject matter expert, this position is responsible for providing guidance and consultation on the design and implementation of accounting sub-systems and controls, ensuring compliance with federal and state payroll taxation. The role involves keeping up to date with changing federal, state, and local tax rules, and recommending necessary changes to the Colorado Personnel/Payroll System (CPPS) to generate required federal reports. The position verifies that tax deductions are accurate and timely, investigates issues with tax payments, and audits the payroll tax component of all payrolls processed monthly. The incumbent will also create payments within CORE and ensure that federal, state, and local taxes are paid accurately and on time. Additionally, this position serves as the main point of contact for fiscal and year-end W2 processing for over 44,000 employees annually, ensuring that all deadlines are met and that each box on the W2 forms is accurately accounted for. The role requires troubleshooting and identifying solutions for tax payment issues with various tax authorities, as well as analyzing accounting and payroll data to tailor agency accounting procedures to meet specific agency needs. The position also involves setting up new tax accounts by state, local, and school districts, working closely with the state to create control tables and test for desired results to ensure accurate payroll deductions.

Responsibilities

  • Serve as the statewide authority and subject matter expert for all payroll taxes, including IRS guidelines and procedures.
  • Influence management decisions at the statewide level regarding process and system improvements.
  • Provide technical guidance and direction for the development of agency-wide and statewide systems related to payroll taxation.
  • Ensure compliance with federal and state payroll taxation through the design and implementation of accounting sub-systems and controls.
  • Keep up to date with changing federal, state, and local tax rules and recommend changes to the Colorado Personnel/Payroll System (CPPS).
  • Verify that tax deductions are accurate and timely, and investigate issues with tax payments.
  • Audit the payroll tax component of all payrolls processed monthly.
  • Create payments within CORE and ensure timely payment of federal, state, and local taxes.
  • Act as the main point of contact for fiscal and year-end W2 processing for over 44,000 employees annually.
  • Troubleshoot and identify solutions for tax payment issues with IRS, federal, state, local, and county authorities.
  • Analyze accounting and payroll data to tailor agency accounting procedures to meet specific agency needs.

Requirements

  • At least eight (8) years of relevant experience in accounting, auditing, or payroll.
  • A combination of related education (27 semester hours in accounting or auditing) and/or relevant experience equaling at least eight (8) years may be accepted.
  • Current, valid licensure as a CPA by the Colorado Board of Accountancy counts for six (6) years of the requirement.

Nice-to-haves

  • Previous State Service related to the work assigned to the position.
  • Experience with IRS, Federal, State, and local rules and payment processing.
  • Experience with CPPS and CORE is a plus.
  • Exceptional skills in Microsoft Excel and in reconciliations.
  • Effective organizational skills, including the ability to manage multiple projects simultaneously.
  • General knowledge of Google (G-Suite) applications.
