About the position

The Oregon Department of Environmental Quality (DEQ) is seeking a Strategic Initiatives Project Manager (Operations and Policy Analyst 4) to join our team in Portland, Oregon. This full-time position is integral to our mission of preserving, enhancing, and protecting Oregon's environment. The successful candidate will be responsible for planning, leading, implementing, and monitoring statewide projects that focus on operational changes, policy improvements, and special initiatives aligned with the Governor's directives and the agency's strategic goals. This role will also involve mentoring agency staff in project management practices, fostering a culture of continuous improvement and professional development within the organization. As a Strategic Initiatives Project Manager, you will work closely with agency leadership to develop, implement, and modify policies and procedures that support operational systems. You will be tasked with evaluating existing processes and identifying opportunities for improvement, ensuring that the agency operates efficiently and effectively. Your work will directly contribute to the agency's efforts to maintain, restore, and enhance the quality of Oregon's air, land, and water, making a tangible impact on the environment and the communities we serve. Responsibilities

  • Plan, lead, implement, and monitor statewide projects focused on operational changes and policy improvements.
  • Lead a project management pool that provides mentorship and guidance to agency staff.
  • Develop, implement, and modify new or existing policy and procedural changes to support operational systems.
  • Advise and consult with agency leadership on project management and policy matters.
  • Evaluate existing processes and identify opportunities for improvement.

Requirements

  • Bachelor's degree in business or public administration, behavioral or social sciences, finance, environmental science, political science, or a related field.
  • 5 years of professional-level evaluative, analytical, and planning work experience.
  • Demonstrated understanding of environmental justice and its historical impacts on marginalized communities.
  • Experience managing high-risk/high-profile projects.
  • Knowledge of change management principles and methodologies.
  • Experience with project management approaches and tools, including Agile methodologies.
  • Excellent verbal and written communication skills, with the ability to tailor information to diverse audiences.
  • Experience in conflict resolution, negotiation, and collaboration.

Nice-to-haves

  • Experience conducting in-depth evaluations of program rules and policies.
  • Ability to apply anti-racist and trauma-informed practices to project management.
  • Skill in writing and presenting comprehensive reports that include qualitative and quantitative analyses.
