About the position

The Strategic Program Manager for Transit Operations at WMATA is a managerial role focused on enhancing compliance with policies and contractual requirements through the development of a dedicated team and program. This position involves overseeing complex initiatives aimed at improving operational efficiencies and key performance indicators within the Transportation and Fleet Operations department, which comprises over four thousand employees. The role requires strong analytical, project management, and communication skills to facilitate organizational transformation and support departmental leadership.

Responsibilities

  • Orchestrates a wide range of projects and initiatives involving departmental leadership and cross-departmental stakeholders to streamline processes.
  • Conducts detailed qualitative and quantitative data analyses on performance indicators and frames recommendations for leadership.
  • Develops detailed project and program plans, engaging stakeholders to initiate and execute projects and assess impact.
  • Participates in developing corrective action plans from oversight bodies and monitors execution to closure.
  • Develops processes and monitors compliance with policies and procedures.
  • Acts as a liaison for departmental leadership, supporting internal management in addressing critical issues.
  • Develops internal communications and prepares presentations to communicate strategic goals and priorities to various audiences.
  • Provides ongoing administrative support to departmental leadership, including documentation and follow-up on discussions with stakeholders.
  • Examines existing operational processes, identifies issues, and recommends improvements.
  • Maintains and manages the department's standard operating procedures and quality management system.

Requirements

  • Bachelor's Degree in Business Administration or a Program Management discipline, or a high school diploma/GED with a relevant certification and four years of project management experience.
  • Minimum of eight years of project management experience, including three years in a supervisory capacity.
  • Experience in developing and implementing complex projects to drive process improvement in a transportation organization.
  • Experience in conducting analyses of operational performance data and preparing reports.
  • Strong written communication skills.

  • Master's Degree in Business Administration or a Program Management discipline.
