About the position

The Strategy & Communications Manager is responsible for leading strategic planning initiatives at both the county-wide and departmental levels. This role focuses on enhancing community engagement through innovative communication methods and ensuring the effective implementation of the County's strategic plan. The position requires strong leadership, independent judgment, and the ability to foster collaboration among various stakeholders.

Responsibilities

  • Collaboratively develops and publishes the County's strategic plan, including approval by the Board of County Commissioners.
  • Assists in the development of annual departmental operating plans to include measurable goals.
  • Manages, updates, and assists in planning, coordinating, and directing the work of county departments and programs relative to the County's strategic plan.
  • Conducts evaluations of departments and/or programs to determine compliance with administrative management policies, strategic plan, procedures, and regulations.
  • Works with departmental staff and teams to review services and processes to solve operational challenges.
  • Monitors the implementation of identified improvement strategies.
  • Researches, analyzes data, prepares and supervises special projects as required.
  • Generates reports and presentations regarding the County's progress in meeting strategic plan goals.
  • Leads employee and public engagement efforts related to strategic planning.
  • Develops, implements, and evaluates communication and marketing strategies in collaboration with departments to increase awareness of services and citizen engagement opportunities.

Requirements

  • Bachelor's Degree in Public Administration, Business Administration, Communications or related field.
  • At least five (5) years of progressively responsible Public Sector Management work involving planning administration, strategic planning or grant writing.
  • Thorough knowledge of county government organization, operations, and issues.
  • Ability to define objectives and bring projects to completion.
  • Ability to research, analyze and make recommendations on various topics.
  • Ability to establish and maintain effective working relationships with officials, department directors, county staff, and the public.
  • Ability to communicate effectively orally and in writing.

Nice-to-haves

  • Experience in grant writing.
  • Knowledge of state and federal legislation processes and policies.
