About the position

The Strengthen Supportive Housing Program Manager will develop and implement the Supportive Housing Program in accordance with Minnesota Statute 462A.42. This role focuses on stabilizing current supportive housing and creating a sustainable funding model for the future. The position requires collaboration with various stakeholders, including the Department of Human Services and supportive housing providers, to ensure effective program implementation and management.

Responsibilities

  • Develop recommendations for policies, design, and outcomes of the Supportive Housing Program.
  • Implement the Supportive Housing Program in collaboration with various stakeholders.
  • Build and maintain relationships with housing and service providers to assess program implementation.
  • Collaborate with the Department of Human Services to align funding resources and policies.
  • Serve as the subject matter expert on Medicaid-related services and educate agency staff.
  • Manage funding programs, including issuing multiyear grants and monitoring activities.
  • Provide technical assistance to applicants for capital funding and review applications.

Requirements

  • Four years of experience in program administration, policy development, or supportive housing operations.
  • Bachelor's degree in relevant fields or a Master's degree may substitute for experience.
  • Demonstrated experience managing supportive housing programming and operations.
  • Knowledge of Medicaid billable services, particularly Housing Stabilization Services.
  • Experience in reviewing and interpreting federal and state laws related to supportive housing.
  • Experience managing collaborative projects with tight timelines.
  • Cultural competency in communication and interaction across cultures.

Nice-to-haves

  • Experience in program creation and grants management.
  • Knowledge of supportive housing capital financing.
  • Experience with policy analysis and making recommendations in resource-constrained environments.
  • Excellent oral and written communication skills.
