About the position

The Subcontract Administrator will be responsible for managing relationships with subcontractors, developing and negotiating contracts, and ensuring compliance with government regulations. This role involves evaluating vendor performance, managing subcontract funding, and collaborating with various departments to support procurement processes.

Responsibilities

  • Develop and sustain long-standing relationships with company-approved vendors (subcontractors).
  • Develop RFP solicitations, solicit, receive, review, and negotiate subcontractor proposals.
  • Source suppliers and maintain long-lasting relationships with them as well as existing suppliers.
  • Negotiate price, quantity, and delivery schedules with suppliers.
  • Work with legal counsel to ensure that all contracts contain all details of the negotiation.
  • Manage the bid/proposal evaluation and selection process by performing commercial evaluations/price analysis and incorporating technical evaluations.
  • Prepare subcontract documents and assure compliance with Government and Company requirements; obtain appropriate approvals prior to issuance.
  • Develop processes to routinely access, track, evaluate, and document subcontractors' quality, execution, and performance; elevate subcontractor performance issues to supervisor/manager.
  • Protect the company's interest and ensure compliance with company policies, legal and regulatory requirements.
  • Implement FAR, DFARS, and other contractual requirements as related to subcontracts.
  • Review and administer subcontracts to ensure satisfactory progress and compliance with terms and conditions of the subcontract.
  • Collect end-user feedback and identify areas requiring improvements or corrective action; recommend actions when subcontractor is not in compliance with subcontract clauses and provisions.
  • Manage subcontract funding, modifications, and change orders in support of customer demands and all other aspects of day-to-day subcontract administration.
  • Conduct interviews with new vendors and inform approved vendors of their responsibilities and obligations.
  • Establish standards by which to assess the performance of approved vendors.
  • Evaluate current vendor management programs and identify ways to improve them.
  • Analyze and independently resolve or coordinate resolution of technical and administrative problems involving subcontracts.
  • Regular interaction with Program Management, Small Business Liaison Officers, Finance & Accounting, IT Management, and HomeSafe Executives.

Requirements

  • Bachelor's degree in Business Administration, Supply Chain, or a related field with 4+ years of related work experience; in lieu of degree, candidates with 10+ years of relevant work experience will be considered.
  • Good understanding of FAR and DFARS regulations and how they relate to subcontract management.
  • Organized, detail-oriented, and demonstrate strong time management skills.
  • Ability to coordinate and prioritize multiple projects with limited supervision in a fast-paced environment.
  • Excellent written and verbal communication skills.
  • Ability to develop and maintain professional relationships with peers, vendors, and customers.
  • Proven experience in sourcing processes.
  • Proficiency in Microsoft Word, PowerPoint, Excel, and Outlook.

Nice-to-haves

  • Bachelor's degree in Business Administration, Logistics, Supply Chain, or related field.
  • Strong understanding of information technology preferred.
  • Certified in Logistics, Transportation, and Distribution (CLTD) a plus.
