About the position

The Subcontract Administrator at Bechtel Corporation will be responsible for the formation and administration of subcontracts for the Uranium Processing Facility project in Oak Ridge, Tennessee. This role involves managing subcontract compliance, overseeing progress, and ensuring effective communication regarding contractual obligations. The position requires a strong understanding of procurement regulations and contract law, as well as exceptional organizational and communication skills.

Responsibilities

  • Implement the Supply Chain Assignment Schedule for subcontract management tasks.
  • Manage assigned subcontracts, reviewing progress and providing management with updates on financial or technical difficulties.
  • Coordinate with staff on operational activities affecting contractual rights and obligations.
  • Negotiate less complex contract changes with customer personnel.
  • Communicate subcontract terms and conditions to ensure mutual understanding.
  • Prepare periodic status reports for management.
  • Ensure execution of subcontracts and direct negotiations for commitments.
  • Prepare bidders' lists and pre-qualify bidders for subcontracting opportunities.
  • Form and issue bid request packages to approved bidders.
  • Coordinate and respond to bidders' questions during the bidding process.
  • Evaluate received bids and prepare Commercial Bid Summary and recommendations.
  • Prepare subcontract documents for execution and organize related meetings.

Requirements

  • Bachelor's degree (or international equivalent) and 5-8 years of relevant experience, or 9-12 years of relevant work experience.
  • Must be a US citizen.
  • Ability to complete and pass a pre-employment drug screen and background check.
  • Ability to obtain site security badge for access to work site.
  • Extensive knowledge of procurement regulations, policies, and practices.
  • Exceptional administrative and organizational skills.
  • Exceptional oral and written communication skills.
  • Experience in developing contract types, fee arrangements, and legal requirements.
  • Experience in recommending solutions to contractual problems to management.
  • Working knowledge of contract law, negotiations, accounting, or cost engineering.
  • Thorough knowledge of Federal Acquisition Regulations and applicable Agency Supplements.
  • Understanding of Governmental Contracts and flow-down of applicable clauses.
  • Knowledge of engineering/construction industry contracting practices.
