About the position

The Subcontract Administrator is responsible for managing the materials procurement process for professional, construction, and general services. This role involves the formation and administration of purchase orders, communication with suppliers, and ensuring compliance with contract terms. The position requires a strong understanding of subcontracting functions, negotiation skills, and the ability to monitor subcontractor performance effectively.

Responsibilities

  • Performs tasks involved in the formation and administration of purchase orders.
  • Communicates with suppliers and personnel within UCOR to establish clear definition of requirements and to assure performance to purchase order terms and conditions.
  • Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders.
  • Identifies sources for services, evaluates capabilities and performance of subcontractors, and selects qualified subcontractors based on competitive pricing and timely completion of work.
  • Issues Requests for Proposals, evaluates subcontractor proposals, plans and conducts negotiations, prepares cost and price analyses, and award recommendations.
  • Awards, issues, and documents all agreements with subcontractors.
  • Monitors subcontractor performance, issues amendments to subcontracts, and manages performance of subcontractors.
  • Resolves disputes with subcontractors and evaluates subcontractor performance.
  • Prepares, compiles, and maintains auditable records of the subcontracting process.
  • Maintains awareness of market conditions to determine future availability of services and pricing probability.
  • Plans, coordinates, and conducts all negotiations with subcontractors.
  • Manages subcontracts to ensure timely completion, compliance with requirements, and appropriateness of invoices and payment.

Requirements

  • Bachelor's degree in business, engineering, construction management, economics, or equivalent experience.
  • 10+ years of experience in subcontracts, including 3+ years on engineering and construction projects.
  • Knowledge of business administration procedures, techniques, and business ethics.
  • Basic knowledge of Federal Acquisition Regulations and applicable Agency Supplements.
  • Strong computer skills relating to data analysis and document preparation.

Nice-to-haves

  • Experience in purchasing, expediting, transportation, and warehousing.
  • Familiarity with basic critical path schedules and ability to use schedules in establishing subcontract milestones.
  • Knowledgeable of legal terminology within materials management terms and conditions.
