About the position

The Subcontracts Administrator at Noblis is responsible for managing subcontracting requirements throughout all acquisition phases, ensuring compliance with government regulations and company policies. This role involves preparing RFP packages, evaluating proposals, selecting subcontractors, negotiating terms, and administering subcontracts. The position requires collaboration with program managers and the contracts department to ensure compliance and effective subcontract management across multiple programs.

Responsibilities

  • Manage subcontracting requirements for assigned programs through all acquisition phases.
  • Prepare RFP packages and analyze proposals.
  • Select subcontractors and negotiate subcontract and purchasing terms.
  • Administer ongoing subcontracts and purchase orders.
  • Collaborate with Program Managers and the Contracts Department to ensure compliance with customer requirements.
  • Train mission area personnel on the subcontracting process and systems.
  • Maintain responsibility for subcontracts compliance on multiple assigned programs.
  • Support prime proposal efforts under oversight of senior subcontracts administrators.
  • Maintain ERP and other system information related to subcontracts.
  • Identify opportunities for process improvement and implement best practices.
  • Ensure compliance with small business requirements.

Requirements

  • Bachelor's degree and a minimum of 3 years of experience managing subcontracts or procurements in a government contracting environment.
  • Very good communication skills, both in writing and verbally.
  • Very good organizational skills and detail-oriented.
  • Experience with various types of subcontracts (FFP, T&M, IDIQ, cost reimbursable).
  • Ability to support multiple programs/internal customers simultaneously in a dynamic environment.
  • Knowledge of commercial and government contract terms and conditions.
  • Ability to analyze government RFPs and develop subcontract RFPs that meet requirements.
  • Experience with flowing down government requirements.
  • Knowledge of the Federal Acquisition Regulations (FAR).
  • Experience in an approved purchasing system environment.
  • Recent experience with Word, Excel, and MS Teams.

Nice-to-haves

  • Relevant professional certification (CPCM, CFCM, CCCM).
  • Experience with drafting and administering small business subcontracting plans.
