About the position

The Subcontracts Administrator acts as the primary interface between subcontractors and the programs being supported, managing all subcontract-related issues. This role requires attention to detail and the ability to work in a fast-paced environment with competing deadlines. The administrator prepares procurement documents, negotiates contracts, ensures compliance with government requirements, and maintains strong relationships with subcontractors and various business groups.

Responsibilities

  • Act as the primary interface between subcontractors and programs for all subcontract-related issues.
  • Prepare recommended source lists of qualified subcontractors based on past performance.
  • Prepare Request for Proposal/Quotation and verify accuracy and completeness of proposal packages.
  • Interface with various business groups to ensure all necessary data is included.
  • Receive subcontractors' responses to requests for proposals/quotations and analyze their ability to meet requirements.
  • Negotiate specifications, price, and other contractual provisions with subcontractors.
  • Ensure compliance of managed subcontracts and maintain auditable files per government requirements.
  • Maintain strong business relationships with first-tier subcontractors.
  • Prepare procurement documents and change orders, including FAR Flow Down requirements.
  • Prepare reports and contractual correspondence for project management and clients.
  • Maintain accurate tracking records tailored to assigned subcontracts.
  • Perform procurement closeout actions and complete file documentation.
  • Serve as liaison between subcontractor and Subject Matter Experts.
  • Develop plans to promote cost reduction initiatives and performance improvements.

Requirements

  • Obtain and maintain a Top Secret Clearance.
  • Minimum 7 years of direct subcontract work in federal government contracts including T&M, Labor Hour, Cost Reimbursable, and Fixed Price Contracts.
  • Experience with Basic Ordering (ID/IQ) subcontracts.
