About the position

The Subcontracts Administrator at PCL Construction plays a crucial role in managing contracts and procurement processes within the industrial construction sector. This position involves pre-award contract activities, contractor pre-qualification, and ensuring compliance with project-specific contract requirements. The role requires strong negotiation skills and a solid understanding of contract law, as well as the ability to work collaboratively with various stakeholders to support project success.

Responsibilities

  • Perform pre-award contract activities and contractor pre-qualification.
  • Interface with engineering/construction, project, and client personnel to support the preparation of RFP.
  • Provide feedback to Finance and Commercial Risk (F&CR) to ensure compliance with project-specific contract requirements.
  • Evaluate bids and negotiate contracts up to award and execution, specifically for lump sum turnkey and EPC contracts.
  • Organize and prepare presentations and meetings with contractors and clients.
  • Develop and transmit requests for proposals (RFPs) and manage the pre-mobilization process and deliverables.
  • Ensure contract compliance and timely generation of progress reports, schedules, invoices, and supporting documents.
  • Perform close-out of contracts, finalize outstanding issues, and conduct contractor performance evaluations.

Requirements

  • 6+ years of experience in contracts and procurement, with at least 5 years in the industrial construction sector.
  • Strong understanding of legal concepts related to contracts and breach of contract.
  • Bachelor's degree or diploma in business administration, business management, construction, or a related discipline.
  • Experience in developing and negotiating subcontracts and arranging payments.
  • Required knowledge of contract law, engineering, procurement, and construction techniques.
  • Strong analytical and organizational skills, with knowledge of industrial construction methods and materials.

Nice-to-haves

  • Preferred experience in Heavy Industrial, Oil & Gas, Petrochemical, Refineries, or Power Generation sectors.
  • Excellent written, verbal, computer, and negotiation skills.
