About the position

The Subcontracts Manager at Brookhaven National Laboratory is a leadership role responsible for overseeing procurement and contractual agreements. This position involves managing a team of purchasing and subcontracts professionals, ensuring compliance with procurement policies, and executing complex contracts to support the Lab's mission. The role requires a strong focus on risk mitigation, cost management, and innovative business practices to streamline the acquisition process.

Responsibilities

  • Oversee procurement and contractual agreements for Brookhaven National Laboratory.
  • Provide technical oversight, guidance, and leadership to a team of purchasing and subcontracts professionals.
  • Manage the procurement of equipment and services in accordance with laboratory policies.
  • Plan, solicit, and evaluate quotes and proposals using automated procurement systems.
  • Conduct pre-proposal and kickoff meetings, facilitating Source Selection Committees.
  • Advise user departments on procurement methods and recommend substitutes as needed.
  • Review and monitor contracts for compliance with procurement requirements and analyze vendor performance.
  • Review change order requests and assist in cost/price analysis of quotes and proposals.
  • Ensure contract files comply with DOE, federal, state, and local regulations.
  • Write memoranda, correspondence, and reports related to contract processing and execution.
  • Identify prospective proposers and develop new sources of supply and service.
  • Participate in vendor outreach functions to encourage participation.
  • Negotiate and place Blanket Ordering Agreements and various types of contracts.
  • Lead negotiation teams to achieve favorable contract terms and conditions.
  • Continuously improve operations and streamline work processes.

Requirements

  • A bachelor's degree in a business-related discipline.
  • A minimum of six years of full-time, directly related experience, including five years of supervisory and/or management experience.
  • Thorough knowledge of the Federal Acquisition Regulations (FAR).
  • Familiarity with the Service Contract Act, EEO Compliance, and other procurement regulations.
  • In-depth understanding of the procurement process in a government environment from inception to contract closeout.
  • Strong critical thinking and problem-solving skills to analyze complex challenges and develop innovative solutions.
  • Proficiency in Microsoft Office Word, Excel, and PowerPoint.

Nice-to-haves

  • Working knowledge of PeopleSoft.
  • Master's degree in business.
  • Certified Procurement Professional (CPP) or similar certification in government procurement practices.
  • Experience with Cost Type Contracts and Research & Development Contracts.
