Chugach Government Solutions (CGS) is seeking a Subject Matter Expert V (Technical Project Manager) to join our team in Chesapeake, Virginia. This role is pivotal in supporting the US Coast Guard IT Services team, providing essential day-to-day IT program support to the Naval Information Warfare Center (NIWC). The ideal candidate will be an experienced Technical Project Manager, responsible for overseeing the planning and implementation of enterprise-level IT projects. This position requires a strong focus on ensuring that all projects are delivered on time, within scope, and within budget, while also maintaining high standards of quality and efficiency. In this role, you will assist in defining project scope, objectives, and deliverables, engaging all relevant stakeholders to ensure technical feasibility. You will develop detailed project plans to monitor and track progress, sharing these plans with stakeholders and taking ownership of updating and improving tracking mechanisms. Managing changes to project scope, schedule, and costs will be a critical part of your responsibilities, utilizing appropriate verification techniques to ensure project integrity. Effective communication is key, and you will be expected to promote and maintain dialogue between the project team, project sponsors, and other stakeholders. You will also be tasked with proposing and managing new mechanisms to improve project workflow efficiencies, proactively identifying points of weakness and inefficiency, and collaborating with project leads to devise solutions. Your role will involve measuring project performance using various tools and techniques, reporting progress, problems, and solutions to stakeholders, and escalating issues as necessary. Risk management will be a significant aspect of your duties, aimed at minimizing project risks and ensuring successful project outcomes. You will create and maintain comprehensive project documentation and track performance to analyze the successful completion of both short and long-range goals, identifying delays and proposing solutions to prevent future setbacks. Continuous improvement of project management toolkits and methodologies will be expected, along with recommending IT strategies, policies, and procedures based on organizational outcomes, problem identification, trend evaluation, and requirement anticipation. Additionally, you will develop spreadsheets, diagrams, and process maps to document needs and evaluate the results of completed projects.
