About the position

The Superintendent of Public Works is responsible for overseeing the planning, organization, coordination, and evaluation of the Public Works Department's programs and services. This role involves managing staff, equipment, and infrastructure, while formulating both short and long-term plans to address the needs of the community in areas such as transportation, street maintenance, and park services. The Superintendent works closely with the Director of Public Works and supervises various foremen and mechanics, ensuring that operations run efficiently and effectively.

Responsibilities

  • Plan, organize, coordinate, supervise, and evaluate Public Works programs and services.
  • Advise the Director of Public Works on findings and recommendations for improvements.
  • Supervise Highway Foremen, Parks Foreman, and Head Mechanic.
  • Issue written and verbal instructions according to the Director's direction.
  • Assign duties and examine work for quality and safety compliance.
  • Develop and standardize department policies and procedures.
  • Prepare and document budget requests and administer the budget.
  • Assist Foremen in developing and coordinating plans.
  • Determine applicable codes and regulations for projects.
  • Respond to public inquiries regarding Public Works policies.
  • Monitor inter-governmental objectives affecting operations.
  • Plan and coordinate snow and ice removal preparations.
  • Evaluate weather-related emergencies and assist in staffing plans.
  • Oversee maintenance of Town parks, school grounds, and athletic fields.
  • Supervise roadway, drainage, bridge repair, and construction projects.
  • Oversee activities in the highway garage and establish repair priorities.
  • Coordinate with contractors and vendors for project execution.
  • Assist in training staff on public works systems and standards.
  • Maintain records of Public Works activities.
  • Administer performance evaluations and discipline of staff.

Requirements

  • Minimum of sixty (60) college credits in relevant fields such as Civil Engineering or Public Administration.
  • Minimum of five (5) years of progressive experience in public works.
  • Valid commercial motor vehicle operator's license and DOT medical card.
  • CDL Class B required; CDL Class A preferred.
  • Completed coursework for qualifications as Tree Warden preferred.
  • Thorough knowledge of landscape practices and equipment operation.
  • Knowledge of traffic laws and safety precautions.
  • Strong interpersonal and communication skills, both verbal and written.
  • Proficient in Microsoft Office and Public Works related software.
