About the position

The Supervisory Budget Analyst plays a crucial role in providing financial services to the Eastern Colorado Healthcare System (ECHCS) within the Department of Veterans Affairs. This position involves overseeing budget and payroll operations, managing an annual budget exceeding $1 billion, and ensuring the fiscal integrity of financial records. The incumbent will supervise a team responsible for budget analysis and payroll processing for over 3,700 employees, while also developing policies and reports critical to the organization's financial management.

Responsibilities

  • Provide supervisory authority over two Lead Budget Analysts, three Budget Analysts, a Program Specialist, and six Civilian Pay Technicians.
  • Oversee day-to-day budget, payroll, and administrative duties within the Fiscal Service.
  • Conduct interviews and make selections for positions in the budget and payroll section.
  • Supervise the Medical Center Cost Containment/Avoidance Program and identify potential cost savings.
  • Prepare necessary quarterly reports for distribution to Resource Committees and executive staff.
  • Manage sharing activities with governmental and non-governmental entities.
  • Develop local policies for budget estimates critical to the mission's success.
  • Distribute funds from the Transfer of Disbursing Authorities (TDA's) and analyze actual expenditures against the budget plan.
  • Review pricing groups and complexity levels related to the Veterans Equitable Resource Allocation (VERA) Model.
  • Perform budgeting and sustainability projections for operating programs, adjusting funds as necessary.
  • Resolve complex budgeting issues related to patient workload fluctuations and resource needs.
  • Provide budget and payroll training to subordinates.

Requirements

  • U.S. Citizenship is required to apply for this job.
  • Specialized experience equivalent to at least GS-12 level in the Federal service, including oversight of budget and payroll operations.
  • Ability to direct work and evaluate performance of subordinates.
  • Experience in developing local policies for budget estimates and managing fund distributions.
  • Knowledge of the Veterans Equitable Resource Allocation (VERA) Model.
