About the position

The Supervisor Human Resources Specialist (Employee/Labor Relations) will lead the Employee/Management Advisory Services (EMAS) Section, managing Employee and Labor Relations Programs for all Human Resources and Organizational Management (HROM)-serviced customers. This role involves providing expert advice to senior management, developing and implementing labor relations programs, and ensuring compliance with labor agreements and regulations.

Responsibilities

  • Serve as Head of the Employee/Management Advisory Services (EMAS) Section.
  • Manage Employee and Labor Relations Programs for HROM-serviced customers.
  • Act as principal advisor to the Director and Deputy Director, HROM and site managers.
  • Plan, develop, implement, and coordinate labor and employee relations programs.
  • Promote labor management relations, employee morale, and productivity.
  • Provide expert advice on discipline, grievances, performance management, and employee counseling.
  • Anticipate needs and changes impacting conditions of employment and resolve disputes.
  • Collaborate with Marine Corps and Department of Navy policy offices to resolve employee and labor relations issues.
  • Assign work and set priorities for subordinate supervisors.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Must obtain and maintain an interim and/or final security clearance.
  • Must complete a pre-employment drug test and be subject to random testing.
  • Must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
