About the position

The Supervisory Air Traffic Control Specialist (Operations Supervisor - MSS-2) position at the Federal Aviation Administration (FAA) involves serving as an Operations Supervisor in an ATC-4 Level VFR terminal facility. This role is critical in ensuring the safe and efficient operation of air traffic control within designated areas of responsibility. The Operations Supervisor is responsible for planning and directing operations, providing first-line supervision to a team of developmental and certified professional controllers, and overseeing a staff of air traffic control specialists who carry out air traffic control assignments within a specific geographic area. In this position, the supervisor will plan and assign work to be accomplished by subordinate employees, set work priorities and schedules, and approve leave requests. The role also includes providing guidance, advice, and instruction to employees on both work-related and administrative matters. Performance evaluations of employees are a key responsibility, where the supervisor will recommend performance ratings and address any complaints or grievances that arise. The supervisor will also identify training needs for employees and arrange for their developmental training, ensuring that the team is well-equipped to meet operational demands. The Operations Supervisor will actively seek ways to improve production and enhance the quality of work directed. This includes adjusting staffing levels and work procedures based on resource decisions made at higher levels. The supervisor will recommend goals and objectives for the area and track the accomplishments of the team. A strong emphasis is placed on communicating and reinforcing diversity and Equal Employment Opportunity (EEO) policies and programs in all areas of responsibility, including selection, training, and transfers. The supervisor will also support and participate in the labor management partnership process, fostering a work environment where all employees are treated fairly and equitably.

Responsibilities

  • Address and resolve complaints from employees, referring unresolved issues to higher management.
  • Identify and arrange for developmental training needs of employees.
  • Seek ways to improve production and increase the quality of work directed.
  • Adjust staffing levels and work procedures based on higher-level resource decisions.
  • Recommend goals and objectives for the area and track accomplishments.
  • Communicate and reinforce diversity and EEO policies in all areas of responsibility.
  • Support and participate in the labor management partnership process.

Requirements

  • Must be a U.S. citizen.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50 (Notification of Personnel Action).
  • Designated or Random Drug Testing required.
  • A one-year supervisory/managerial probationary period may be required.
  • Current medical certification is required.
  • Must have held an FAA 2152 FG-14/FV-J or above regional or headquarters position for at least 1 year (52 weeks).
  • Must have been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility.
  • Must have held a MSS position for at least 1 year (52 weeks) in an ATS facility.
