About the position

As a Supervisory Budget Analyst, you will serve as the Director of the Office of Budget within the Federal Highway Administration (FHWA) under the Department of Transportation (DOT). This role is pivotal in the formulation, presentation, and execution of the agency's budgetary operations. You will act as an advisor and consultant to all levels of FHWA management on budget matters, ensuring compliance with DOT and Office of Management and Budget (OMB) requirements. Your responsibilities will include planning and directing the budget formulation process, serving as the technical authority on budget execution, and coordinating with program managers and budget analysts to ensure cohesive budgetary practices across the agency. In this position, you will advise top management on the implications of program expansions and reductions, as well as the interests of congressional committee members and national economic trends that affect resource availability. You will work closely with budget officials from the DOT and OMB, as well as congressional appropriations committee staff, to facilitate their understanding of FHWA programs and fiscal resource proposals. Additionally, you will oversee the work of team leads and staff in developing and executing the FHWA budget, ensuring that all budgetary work aligns with federal guidelines and agency objectives. The ideal candidate for this role is a mid-to-senior level professional with extensive knowledge of the federal budget process and demonstrated leadership and communication skills. You should have experience interpreting complex legislation and policy guidance, analyzing the impact of legislative changes on the budget, and effectively communicating complex issues to various stakeholders. Strong organizational skills and the ability to manage multiple tasks and competing deadlines are essential for success in this role.

Responsibilities

  • Plan and direct the formulation, presentation, and execution of the FHWA budget in compliance with DOT and OMB requirements.

Requirements

  • At least one year of specialized experience equivalent to GS-14 level, including developing recommendations for senior officials regarding financial and management programs.
  • Experience providing leadership and direction for all phases of the budget cycle, including legislative and policy review.
  • Knowledge of budget administration principles and practices, including preparing, justifying, and executing budgets.
  • Demonstrated leadership skills, including the ability to influence and motivate others.
  • Strong communication skills, with the ability to present complex information effectively to various audiences.
