About the position

The Supervisory Budget Analyst (Branch Chief) position at the Department of Defense is responsible for overseeing the Budget Execution Branch within ESI Business and Operations. This role involves managing financial resources, ensuring effective budget execution, and providing guidance on financial management practices. The incumbent will lead a team in executing mission and customer funds, analyzing financial performance, and maintaining compliance with fiscal policies and regulations.

Responsibilities

  • Oversee financial management personnel performing critical business operations such as financial execution and customer service functions.
  • Manage the use of financial resources in the execution of the budget, including authorized fund distribution for allotted funds and customer orders.
  • Execute all mission and customer funds, including funding for reimbursable labor.
  • Analyze and monitor execution against approved obligation plans and OSD goals.
  • Make recommendations concerning execution issues and advise managers and technical staff on alternatives to achieve organizational goals.
  • Establish and maintain an internal operating budget, including budget formulation, review, and approval processes.
  • Process and certify all transactions related to budget execution.
  • Monitor the development of Standard Labor Rates and maintain HR Mini-Master.
  • Coordinate fiscal year-end financial reporting and certification requirements.
  • Provide policy, governance, advisory, training, and operational execution in all financial matters across the PPBE process.

Requirements

  • One year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service.
  • Experience executing funds for an enterprise resource planning system such as GFEBS or LMP.
  • Knowledge of financial execution and fiscal law, including various funding appropriations and reimbursable funding.
  • Experience clearing old funding documents and using timekeeping and travel policies.
  • Ability to present briefings to senior leadership on the status of current programs.
  • Financial Management Level 3 Certification required.
