About the position

The selectee of this position serves as a Supervisory Budget Analyst responsible for managing one of the three branches in the Office of Financial Management. This role is critical in developing overall plans and objectives for the assigned program and directing the formulation of highly effective management strategies. The position is located in the Judicial Security Division (JSD) in Arlington, VA, and is open to current federal employees of the Department of Justice (DOJ) with career/career conditional tenure in the Competitive Service. The selectee will provide oversight of budget formulation, invoicing, closeout, execution, and reporting functions within the JSD. This includes utilizing a comprehensive knowledge of operating programs and their interrelationships to evaluate and analyze current and projected programs for actual or potential problem areas, trends, resource shortfalls, program imbalances, and areas of significant program accomplishment and deficiencies. In this role, the Supervisory Budget Analyst will administer the execution of approved budgets and programs, monitor funding documents through an automated system, and track obligations and expenditures via monthly reports from JSD staff offices. The analyst will identify actual and potential funding problems and oversee the planning, scheduling, and coordination of all phases of the budget formulation process, including budgets for annual, multi-year, and no-year programs and supplemental funding. Additionally, the selectee will supervise and lead the staff of one of the branches in the Office of Financial Management, ensuring effective management and development of the team. Responsibilities

  • Provide oversight of budget formulation, invoicing, closeout, execution, and reporting functions within the JSD.
  • Utilize knowledge of operating programs to evaluate and analyze current and projected programs for potential issues.
  • Administer the execution of approved budgets and programs, monitoring funding documents through an automated system.
  • Track obligations and expenditures via monthly reports to ensure timely expenditures of funds.
  • Identify actual and potential funding problems and address them accordingly.
  • Oversee the planning, scheduling, and coordination of all phases of the budget formulation process.
  • Supervise and lead the staff of one of the branches in the Office of Financial Management.

Requirements

  • Must be a U.S. Citizen or National.
  • Must pass a pre-employment drug screening and background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Must be a Current DOJ employee and meet time-in-grade requirements for consideration (52 weeks at the next lower grade level).
  • At least one year of specialized experience equivalent to the GS-13 grade level in the Federal service.

Nice-to-haves

  • Experience using an automated financial system to monitor execution of funds.
  • Ability to justify budget proposals orally and/or in writing to senior management.
  • Experience consulting with budget liaisons and program analysts.
  • Technical advice or guidance on budgetary matters to various audiences.
  • Experience managing competing workload priorities for a team.
