About the position

The Supervisory Budget Analyst position at the Department of Veterans Affairs involves providing technical expertise and serving as the principal advisor to the Director on all aspects of budget formulation, justification, presentation, and execution for Construction and Facilities Management (CFM) programs. The role includes preparing formal budget submissions, monitoring obligations and expenditures, and supervising the Financial Management Service staff.

Responsibilities

• Provide technical expertise and serve as the principal professional advisor to the Director regarding all aspects of budget formulation, justification, presentation, and execution.
• Participate in planning the type of financial data and information to be submitted in support of CFM's budget estimates.
• Keep abreast of pending and enacted legislation and governmental regulations affecting the availability of appropriated funds.
• Prepare CFM formal budget submission for presentation to the Director, Office of Resource Management.
• Review, analyze, and consolidate budget submissions for use in various aspects of budget formulation, presentation, or execution.
• Monitor obligation and expenditure funds closely, making necessary adjustments in plans.
• Analyze accounting data to ensure long-range program decisions reflect budget execution decisions.
• Provide day-to-day supervision for the Financial Management Service staff.

Requirements

• Must be a U.S. Citizen.
• Selective Service Registration is required for males born after 12/31/1959.
• Must have one year of specialized experience equivalent to at least GS-13 level.
• Experience with federal budget processes and funding processes from formulation through execution.
• Experience in supervision and leading a group of subordinates.
