About the position

The APHIS Budget Officer oversees the Budget and Program Analysis Staff (BPAS) and is responsible for coordinating the budget formulation and justification processes for the agency. This role ensures that the agency's budget aligns with U.S. Government, USDA, and APHIS mission priorities, while also serving as a key spokesperson for budgetary matters.

Responsibilities

  • Formulates Agency budget policy and prepares formal budget proposals and requests.
  • Directs the development and review of all budget planning and presentation documents.
  • Determines the availability of funds from various sources to meet agency needs.
  • Evaluates and recommends allocation adjustments or transfers between programs and directs implementation of approved recommendations.
  • Acts as a spokesperson for the Administrator and Under Secretary in dealings with budget officials and Congressional Committees.
  • Oversees the development of correspondence with budgetary implications for senior officials.
  • Supervises the BPAS staff and advises on budget policy formulation and management activities.
  • Assigns and reviews staff work to ensure timely performance and soundness.
  • Initiates recruitment actions for job vacancies and evaluates applications.

Requirements

  • Must meet time-in-grade requirement of 52 weeks at the next lower grade level for current federal employees.
  • One year of specialized experience equivalent to the GS-14 level, including coordinating large organizational budgets across multiple programs.
  • Experience as a technical authority in federal budget policy and processes.
  • Established communications with internal and external entities to enhance organizational capacity.
  • Ability to prepare budget and resource analyses rapidly and accurately for presentations.
  • Experience in managerial and supervisory functions, including directing teams and creating a supportive work environment.
